City Attorney Daigneault stated that the City received a letter from State Representative Berny
Jacques' requesting a response by September 30, 2026. Mr. Jacques' made some accusations and City
Attorney Daigneault sent a confidential Attorney/ Client email to Councilors. He requested direction
from Councilors on how they would like to respond.

A. Discussion of Fiscal Requirements and potential Impacts for FY 2027-2028.
City Manager Toney-Deal stated that the workshop was basically a starting point in reference
to House Bill 1329 and the proposed Amendment 3 to the Florida Constitution. House Bill
1329 will require that a workshop be held to identify where the proposed FY28 budget can be
reduced by ten percent ( 10%).
The ten percent cut does not have to be implemented, just
identified and then posted. This budget cutting exercise does not allow Police or Fire to be
part ofthe cuts. In contrast, Amendment 3, if passed, does not protect Fire, Police, or Public
Works from having funding cuts.

considered for reduction:

employees. She stated that a few positions have been eliminated, there have been a few title
changes, and the majority of the positions have had the pay ranges ( minimum and maximum)
increased and there were two positions that have been identified for an equity adjustment. Ms.
Ottmann stated that although the pay ranges increased, it does not mean that the rate of pay

rendering of a memorial , however , it also included the internal flame placed in the middle of
the project. Ms. Deal stated that for insurance purposes and the fact that there is no gas line at
Waterfront Park, she suggested that the internal flame be eliminated from project subrnittals
from contractors .. Ms. Deal introduced Public Works Director Rodney Due to make a
presentation on a design-build project for the Veterans Memorial at Waterfront Park.
Mr. Due gave a brief summary of how the Request for Proposal will be presented. He stated
that the most important feedback he would like to receive from Council is how they would

The Business Meeting of the Seminole City Council was held on Tuesday, February 10, 2026, at 6:00
p.m., in City Hall, City Council Chambers, 9199 - 113th Street North, Seminole, Florida.
Mayor Waters called the meeting to order at 6:00 p.m.
Vice Mayor Chris Burke provided the invocation and led the Pledge of Allegiance.
