Revised Request by PV- Lake Seminole, LLC to Expand the Scope of the Proposed
Development Agreement Negotiations for Property Located at 7405 Seminole Boulevard
to Include a Dutch Bros Drive- Thru Coffee Shop in Additon to the Previously
Authorized PNC Bank Development.
City Manager Toney- Deal recognized Community Development Director Wesley Wright to
make a presentation. Mr. Wright statedthat on May 12,2026, City Council authorized the
City Manager to negotiate a Development Agreement on Lot 2 of 7405 Seminole Boulevard
for a PNC Bank. Dutch Bros Coffee Drive- Thru has now applied for a Development
Agreement on Lot 1. A 1200 square-foot building, with a requestfor parking relief, along
with building frontage requirementsis being proposed. Cody Akers, Project Manager at
ParadiseVentures, and Attorney Brian Augnst, were alsopresent.

recognized Community Development Director Wesley Wright to give a presentation on the
request.
Mr. Wright gave a brief presentation of revisions to a proposed plan that was previously
presented to Council on January 20, 2026. He stated that previously , the plan was to build on
two lots, however, the current plan is to build just the PNC Bank, and in the future if there is

City Manager Toney-Deal stated that Councilor Hendricks Tubbs submitted a beautiful
rendering of a memorial , however , it also included the internal flame placed in the middle of
the project. Ms. Deal stated that for insurance purposes and the fact that there is no gas line at
Waterfront Park, she suggested that the internal flame be eliminated from project subrnittals
from contractors .. Ms. Deal introduced Public Works Director Rodney Due to make a
presentation on a design-build project for the Veterans Memorial at Waterfront Park.
Mr. Due gave a brief summary of how the Request for Proposal will be presented. He stated
that the most important feedback he would like to receive from Council is how they would
