The Board approved Resolution 107-26, adopting the updated Information Technology Security Policy for all county departments. she has a unique perspective in that I am a lifelong Seneca County resident and a lifelong Seneca
County Cornell Cooperative Extension participant, user, volunteer, and staffer. She stated she
grew up on a dairy farm so she has personally seen the benefits of this shared pa

Data Center in Lansing, NY. She stated the proposed for site of the former Cayuga coal
fueled power plant in Lansing, NY and it involves an 80-year lease for 183 acres. The
Data Center is computing, AI, and Bitcoin mining. Their plan is to use existing water
from Cayuga Lake to cool the Data Center. Lake Hawkeye LLC applied to renew a
legacy water withdrawal permit for over 1million gallons per day from Cayuga Lake.
Andrea stated that the proposed data center is planned at 400 megawatts at peak power

Introductions Made. Meeting was called to order. Motion to accept secretary minutes

Heather O’Connell – Mozaic – A report was distributed. Mozaic is doing well with referrals.
There are openings at the DayHab. Studio 31 is open on Clinton Street in Seneca Falls.
Another IRA has been suspended due to staffing crisis. Those members in these homes
have been moved to other IRA homes in other counties that are fully staffed. When staff is
hired the IRA’s in Seneca County will re-open. Three IRA homes in Seneca County have
closed in the last year and a half. Mozaic has five IRA homes in Seneca County still open.
There is still one state home open in Seneca County.
Amanda Bishi– OPWDD – A report was distributed. OPWDD is actively recruiting staff. Ira’s
in Seneca County have been closed to due lack of staff.

due to staffing shortages. The members have been moved to other counties.
Amanda Bishi – OPWDD – The new computer system is in and finishing up phase I in
February. Phase II – will be the entering of vendors and businesses and should begin in the
spring.

The meeting was called to order at 7:04 PM by William Dalrymple, Chairperson. A quorum was
present with 11 members at the start of the meeting.
Bobbi-Jo Bilia was appointed to sit in for Kathy Lutz, and Frank Ruzicka was appointed to sit in for
Kevin Colton.
The minutes of the December 11, 2025 meeting were approved by a motion from John Swanson,
seconded by Mark Lott. Janet Lynch abstained. Carried 10-0.

The Seneca County Board of Supervisors formally organized for 2026‑2027. Michael Enslow was unanimously appointed Chairman, Amanda Vavra as Clerk, Elizabeth Partee as Finance Director, Michael Mirras as County Public Defender, Arthur James III as County Attorney, and Michael Reynolds as Jury Board member. The Board also designated the Finger Lakes Times as the official county newspaper and adopted its Rules of Order for the two‑year term.
