Until our new public comment kiosks are operational, our full clerk of the board team will be assisting with meeting operations and helping members of the public register to speak. Joining me at the dais are Stephanie Blankenship, Marcy Win stead, and Lisa Tierney. The budget presented to you is a group project that would be impossible without the entire team. Today's presentation will include a brief overview of the budget process, as well as the recommended budget and some highlights of what is proposed for the next fiscal year. The department heads will once again be giving presentations on their departments, including accomplishments during this fiscal year and goals for the upcoming year. This format includes specific blocks of time where each department will present over the course of the next three days. The schedule was published with the agenda to allow the public to determine which part of this process they would like to attend. Memorandum of Understanding (MOU) with the Glenn County Air Pollution Control District
(Glenn County APCD), commencing upon execution by all Parties and terminating on December
31, 2033, for the redirection of up to $545,236 of unspent Carl Moyer Program funds from Shasta
County Air Quality Management District (AQMD) to the Glenn County APCD for expenditure by
the Glenn County APCD on California Air Resources Board-qualified Carl Moyer projects and
designates authority to the Shasta County Air Pollution Control Officer to sign any documents

Board of Supervisors Regular Meeting
Board to accept $1.63 million retroactive funding for California Children’s Services
The Shasta County Board of Supervisors will adopt a resolution recognizing an employee of the year and will consider a series of consent‑calendar items. Chair Kelstrom announced the passing of Congressman Doug LaMalfa and called for a
moment of silence in his honor.
Stefany Blankenship, Chief Deputy Clerk of the Board, announced that the item to approve
the 2026 Chair’s appointments ha d been pulled for discussion by Supervisor Plummer and the
attachment in agenda packet inadvertently included the Water Agency’s appointments. Those
were removed from the Board of Supervisors agenda and would be placed on the Water Agency’s
agenda for the meeting on January 20, 2026.
Chair Kelstrom announced that he wa s pulling the item regarding the Mental Health,
Alcohol and Drug Advisory Board at the recommendation of County Executive Officer
(CEO) Rickert.
