Roberts T. Moriarty moved to approve the agenda; A. Thomas seconded. Motion approved; No objections. T. Moriarty moved to approve the May 26, 2026, minutes as distributed/sent; A. Thomas seconded. Roberts reported that all is well at Bane-Harris Park, and since she walks her dog past the Doggie Bag dispenser, she notifies Public Works staff of the need to replace. The grass is cut regularly; the basketball court area is used daily for various activities; the playground is used daily, as well as the fairy garden area. b. C. Roberts reported that Cullison Park is used daily and there are zero alerts or issues. c. C. Roberts reported that the “Library Park” has been added to the agenda because we have neglected to report, since the Welcome Center has become the focus. Members Present – Marcy Bartlett, Dan Shelton, John Bresland, Kathleen Stratton, Sue Kemnitzer 3. Staff Present – Gino Sisco 4. Lead Service Replacement Project and associated proposal from Ghosh Engineers. At the July 23, 2026 Water Board meeting, staff asked the Board to approve a $25,000 project from GHOSH engineers to develop a Preliminary Engineering Report for the Lead Service Replacement project. The Shepherdstown Water system does not have lead lines at present. This project would replace galvanized lines that we cannot prove were not connected to lead lines in the past. This situation was described in the department’s Lead Service Line Replacement Plan which identifies 422 galvanized service lines that require replacement. This report was submitted to the WV Department of Health on October 8, 2024. The board was given nothing in writing from GHOSH to describe the project. So, it deferred consideration until a written proposal was available. A letter proposal from GOSH was submitted on July 24, 2026. Vote: The Water board voted to accept the proposal from GHOSH with the added requirement that the Preliminary Engineering Report contain all of the engineering information necessary to apply for construction funding from the WV Drinking Water Revolving Fund. 5. She was also approved today by the committee as the new chair of Age-Friendly Shepherdstown. (Linda Spatig will be relocating at the end of the month.) 5. Old Business: a) The 2026 Age-Friendly Shepherdstown Action Plan was approved by Town Council on June 10. It has also been approved by SAIL. A couple of edits were suggested by Council Member Shannon Thomas which will be incorporated into the final document. Finalization of the action plan document will be complete upon receipt of letters from SAIL and Mayor Gatz. 6. Age-Friendly Shepherdstown Meeting Minutes May 27, 2026 1:30 p.m. Zoom Attending Members: Marty Amerikaner, Marcy Bartlet, Leigh Ann Evanson, Jan Hafer, and Linda Spatig Guest: Lois Spreen 1. Linda introduced Lois Spreen to the committee. Lois has applied to become a member of the committee, and we all welcomed her. 2. We unanimously approved minutes of the April meeting. 3. Old Business a. 2026 Action Plan. Linda shared the plan draft and members offered suggestions for revisions. We agreed to add a new theme related to health and medical services. We agreed to include a biennial safety/fall prevention audit and a new AARP Community Assessment Survey. Linda thanked Marcy for the edits she had emailed prior to the meeting and thanked Leigh Ann for her work mapping the alignments between our action plan and Shepherdstown’s 2025 Comprehensive Plan. 4. New Business a. AFS Committee or Advisory Board. We discussed the possibility of changing from being a Town Council and SAIL standing committee to being a Shepherdstown Age-Friendly Advisory Board. By AARP guidelines, we are to serve primarily in an advisory and advocacy role, advocating for programs, actions, and policies that move Shepherdstown toward increasingly greater livability for people of all ages and abilities.
