The Parks Advisory Board welcomes the comments and input of the public during the Parks Board meetings. In order
to provide an orderly fashion in which all interested parties have an opportunity to address the Board, the Board has
adopted the following procedure for citizen’s comments during any portion of the Parks Board meeting or Public
Hearing.
Any citizen who wishes to address the Board must first seek recognition from the Chairman of the Board. Upon
recognition by the Chairman the speaker should approach the podium, state their name and make their comments.
Speakers should not leave the podium to approach Board members without first obtaining permission. After
completion of their comments, the Board would request that the speakers return to their seat so that any other
interested persons could then be recognized and address the Board.

Chairman Worthen called this Meeting of the Tipp City Board of Zoning
Appeals to order at 7:00 p.m. which was held at the Tipp City
Government Center, 260 S Garber Drive, Tipp City, Ohio.
Roll call showed the following Board Members present: Allen Worthen,
William Schindler, Sean Poynter , and Cameron Haller . City Staff in
attendance included Community and Economic Development
Director, Matthew Spring , City Planner/Zoning Administrator Ben
Graham and Board Secretary Dawn Gross.

Chairman Vivian Davis called the meeting of the Tipp City Planning Board to order at 7:00
p.m.
Roll call showed the following Board members present: Vivian Davis, Josh Powers,
Chelsea Lay, Nick Gaskins and Joe Walland.

The study session began at 6:30 p.m. The following Planning Board Members were
present: Vivian Davis, Josh Powers (arrived at 6:39 pm), Nick Gaskins, and Joe
Walland. Also, in attendance Brad Doudican, Woodard Development, Community
Development Director, Matt Spring, City Planner/Zoning Administrator, Ben Graham
and Board Secretary Dawn Gross.

Background

(southeast corner of West Elm Street and South Hyatt Street).
Following approval, Up North plans to develop the site as a residential subdivision consisting
of 58 single-family homes, to be known as Spring Creek Manor.

The study session began at 6:30 p.m. The following Planning Board Members were
present: Chelsea Lay, Nick Gaskins, Joe Walland and Josh Powers (6:31p). Also, in
attendance Community Development Director, Matt Spring, City Planner, Ben Graham and
Board Secretary Dawn Gross.
Mr. Graham provided the following information:
Background
In September 2024, City Council directed Planning Board to begin the process of making
recommendations regarding the revitalization of the “Uptown” area/district. The Uptown
Area is located along the W. Main Street commercial corridor proximate to the I-75 Exit #68
interchange (from the Tipp Plaza/Tippe Center) on the east to the 60-acre property at the
CR 25A intersection on the west. In general, this area consists of a patchwork of properties
both in and out of Tipp City’s corporate limits (Monroe Township).
City Council has indicated that this area serves as the visual entry point into Tipp City, and
desires that the area reflect high quality, innovative site design, efficient land usage, and
development standards which will encourage capital investments. Further, City Council

TIPP CITY, MIAMI COUNTY, OHIO February 10, 2026
The study session began at 6:00 p.m. The following Planning Board Members were
present: Vivian Davis, Chelsea Lay, Nick Gaskins, Joe Walland and Josh Powers (6:26p).
Also, in attendance Community Development Director, Matt Spring, City Planner, Ben
Graham and Board Secretary Dawn Gross.
Mr. Spring provided the following information:
Background
Back in September of 2024, City Council directed Planning Board to begin the process of
making recommendations regarding the revitalization of the “Uptown” area/district. The
uptown area is located along the W. Main Street commercial corridor proximate to the I -75
Exit #68 interchange (from the Tipp Plaza/Tippe Center) on the east to the 60 -acre property
at the CR 25A intersection on the west. In general, this area consists of a patchwork of
properties both in and out of Tipp City’s corporate limits (Monroe Township).
City Council believes that this area serves as the visual entry point into Tipp City, and
desires that the area reflect high quality, innovative site design, efficient land usage, and
development standards which will encourage capital investments. Further, City Council

Review to order on Tuesday, January 27th at 7:00 p.m. Board members in attendance included: Heather
Wendel, Zachary Snyder, Tasha Weaver, and Andrea Trzeciak. Also in attendance were Community and
Economic Development Director Matt Spring and Board Secretary Jenna Bowman.
