The County Attorney explained that the ordinance presented was very restrictive adding
that most critical piece would be a developmental agreement to clearly outline all of the
specific requirements and obligations of the project.
The Board discussed the setbacks, allowable zonings, utilities services,
decommissioning procedures, and emergency response planning.
They would like staff to work on the following to include in the ordinance.

Decommissioning Plan including a bond or other finance assurance
Emergency Response Plan
Letter of Service or commitment from the utility provider
