The Village of Elwood Finance Committee's regular meeting , January 27, 2026, at 4:00 p.m., was called to
order by Finance Director Day.

PRESENTATION OF MINUTES
The meeting minutes from December 30, 2025 , were presented and reviewed. Committee Member Jenco
moved to approve the minutes of December 30, 2025, as presented. Committee Member Lab seconded the
motion. The motion carried.
PRESENTATION OF BILLS – UNPAID INVOICE REPORT
The unpaid invoice report for $185,329.05 was presented and reviewed . Committee Member Lab made a
motion to send the Unpaid Invoice Report to the Village Board for consideration on February 4 , 2026 .
Committee Member Jenco seconded the motion. It was noted that additional invoices may be included in the
report due to the timing of the Village Board meeting. The motion carried.
PRESENTATION OF BILLS – PAID INVOICE REPORT
The paid invoice report from 12/30/2025 through 01/06/2026 and 01/08/2026 through 01/26/2026 for

NOTICE OF CITY OF JOLIET AND
VILLAGE OF ELWOOD BOUNDARY AGREEMENT
PLEASE TAKE NOTICE that the City of Joliet, Illinois, and the Village of Elwood, Illinois, are
considering an Intergovernmental Jurisdictional Boundary Line Agreement between the City of
Joliet and the Village of Elwood (“Boundary Line Agreement”). The proposed Boundary Line
Agreement establishes the extraterritorial boundaries of each municipality for the purpose of any
future annexations between them. The Boundary Line Agreement also establishes a jurisdictional
boundary for the exercise of extraterritorial power over development in unincorporated areas
within one and one-half miles of the City of Joliet and the Village of Elwood’s respective corporate
boundaries. The Boundary Line Agreement establishes limits beyond which both the City of Joliet
and the Village of Elwood would agree not to annex. The proposed Boundary Line Agreement
will be effective for 20 years.
Pursuant to Section 11-12-9 of the Illinois Municipal Code (65 ILCS 5/11-12-9), notice is hereby
given that, in not less than 30 days and not more than 120 days from the date of this notice:
1. The City Council of the City of Joliet will consider the proposed Boundary Line Agreement
at its City Council meeting on January 6, 2026 at the City of Joliet, 150 W. Jefferson
Street, Joliet, Illinois; and
2. The Village Board of the Village of Elwood will consider the proposed Boundary Line
Agreement at its Village Board meeting on Januar
