The Wadena County Board of Commissioners’ Meeting was held on Monday, June 22", 2026 in the
Wadena County Courthouse Lower-Level Auditorium at 415 Jefferson St. S., Wadena, Minnesota.
The meeting was called to order at 1:00 p.m. by Chairman Noon and all present recited the Pledge of
Allegiance.
Present were: Commissioners Bryan Winkels, Ron Noon, Jon Kangas, Bill Stearns and Murlyn
Kreklau; County Attorney Kyra Ladd, County Administrator Colleen Winter, Human Services and
Human Resources Director/Deputy County Administrator Jennifer Westrum, Financial Services
Supervisor Amy Scott, Support Services Supervisor Amie Gendron, and Auditor/Treasurer Heather
Olson.
Amend/Approve the Day’s Agenda:
Motion by Commissioner Winkels to approve today’s Agenda as presented, seconded by
Commissioner Stearns. Motion carried unanimously.

WADENA COUNTY BOARD OF EQUALIZATION
June 22"4, 2026
The Wadena County Board of Equalization Meeting was held on Monday June 22"4, 2026 at
3:00 p.m. in the Wadena County Courthouse lower-level Auditorium, 415 Jefferson St. S.,
Wadena, Minnesota. The meeting was called to order by Chairperson Noon. All recited the
pledge of allegiance.
Present were: Commissioners Ron Noon, Bill Stearns, Murlyn Kreklau, Jon Kangas and Bryan
Winkels, Auditor/Treasurer Heather Olson, County Administrator Colleen Winter, County
Assessor Jason Jorgensen, Wadena County Appraisers Rhonda Nelson and Kiya Hanson.
Appellants present were Brian Roth, Nancy Roth, and Duke Harrison of Mason Brothers/Abby’s
Bakery as well as many supportive employees.
Oaths were taken: I will solemnly swear that I will support the Constitution of the United States
and the Constitution of the State of Minnesota and that I will faithfully and justfully perform the
duties of the County Board of Appeal and Equalization for Wadena County Minnesota for the
year 2026 under and by the virtue of statute and to the best of my ability and understanding.
Heather Olson, William Stearns, Murlyn Kreklau, Ron Noon, Jon Kangas and Bryan Winkels
raised their right hands and responded affirmatively with ‘I do’ to the Oath as administered.
County Assessor Jason Jorgensen welcomed all present and described the purpose and scope of
the meeting.

The Wadena County Board of Commissioners’ Meeting was held on Tuesday, June 9", 2026 in
the Wadena County Courthouse Small Courtroom at 415 Jefferson St. S., Wadena, Minnesota.
The meeting was called to order at 9:00 a.m. by Chairman Noon and all present recited the
Pledge of Allegiance.
Present were: Commissioners Bryan Winkels, Ron Noon, Jon Kangas, Bill Stearns and Murlyn
Kreklau; County Attorney Kyra Ladd, County Engineer Anthony Maule, Planning & Zoning/
Building Services Administrator Deana Malone, County Administrator Colleen Winter, Human
Services and Human Resources Director/Deputy County Administrator Jennifer Westrum,
Auditor/Treasurer Heather Olson, and Tim Clement from Invenergy.

A Special Meeting of the Wadena County Board of Commissioners was held on Tuesday,
February 17, 2026 in the Lower-Level Auditorium of the Wadena County Courthouse at 415
Jefferson St. S., Wadena, Minnesota. The purpose of this meeting is to participate in the hiring
process of a County Administrator with the recruiting firm SGR. The meeting was called to
order at 9:00 a.m. by Chairperson Noon and all present recited the Pledge of Allegiance.
Present were: Commissioners Bryan Winkels, Ron Noon, Bill Stearns, Murlyn Kreklau and Jon
Kangas; County Attorney Kyra Ladd, County Auditor/Treasurer/Interim County Administrator
Heather Olson, Human Resources & Human Services Director/Deputy County Administrator
Jennifer Westrum, SGR Senior Vice President of Executive Recruitment Michael Czymbor, and
candidates Colleen Winter, Randy Robertson and Holly Wilson.
Commissioner Kangas asked if adequate public notice had been given of the meeting and
interviews being held today. County Auditor/Treasurer/Interim County Administrator Heather
Olson stated that the notice for today’s meeting was copied from the notice used for the last three
Board meetings where interviews were held and it was announced that interviews would be
conducted at today’s meeting at the Board meetings held January 13" and February 3" of 2026.

WADENA COUNTY BOARD OF COMMISSIONERS’ MEETING
January 20, 2026
The Wadena County Board of Commissioners’ Meeting was held on Tuesday, January 20", 2026 in the
Wadena County Courthouse Small Courtroom at 415 Jefferson St. S., Wadena, Minnesota. The meeting
was called to order at 9:00 a.m. by Chairperson Noon and all present recited the Pledge of Allegiance.
Present were: Commissioners Bryan Winkels, Ron Noon, Bill Stearns, Murlyn Kreklau and Jon Kangas;
County Attorney Kyra Ladd, County Auditor/Treasurer/Interim County Administrator Heather Olson,
County Engineer Anthony Maule, Planning & Zoning/Building Services Administrator Deana Malone,
Human Resources & Human Services Director/Deputy County Administrator Jennifer Westrum and
Administrative Services Supervisor Amie Gendron via Zoom.
Amend/Approve the Day’s Agenda:
Motion by Commissioner Winkels to approve today’s Agenda as presented, seconded by Commissioner
Kreklau. Motion carried unanimously.
Citizen Comments: There were no citizen comments at this meeting.

The Wadena County Board of Commissioners will meet to elect a new chair and vice chair, approve warrants and contracts for feedlot agreements and comprehensive plan updates, and review committee assignments.

The Wadena County Board of Commissioners’ Meeting was held on Tuesday, January 6th, 2026 in the Wadena County Courthouse Small Courtroom at 415 Jefferson St. S., Wadena, Minnesota.
The meeting was called to order at 9:00 a.m. by County Auditor/Treasurer/Interim County Administrator/Clerk of the Board Heather Olson and all present recited the Pledge of Allegiance.
Present were: Commissioners Murlyn Kreklau, Bryan Winkels, Ron Noon, Bill Stearns, and Jon Kangas; County Attorney Kyra Ladd, County Auditor/Treasurer/Interim County Administrator Heather Olson, County Engineer Anthony Maule, Planning & Zoning/Building Services Administrator Deana Malone, Dan Sartell with Friends of Wadena County Youth (FOWCY), Building Services Lead Sean Uselman, Nicole Stracek from Wadena Pioneer Journal, Trinity Gruenberg from Verndale Sun, Matthew Johnson from Review Messenger, and University of Minnesota Northeast Regional Director Tony Hansen.
Nominations and Election of 2026 Board Chairperson and Vice Chairperson:
Commissioner Winkels nominated Commissioner Noon as Board Chairperson for 2026. Being there were no other nominations the ballot was closed and a vote was taken. Commissioner Noon was appointed as the Board Chairperson for 2026 by unanimous decision.
