Every process and figure in this guide traces to the City's governing text: Appendix A — Zoning
Ordinance, the City Charter (Ch. VI, Ordinances), and the adopted Master Fee Schedule
(Resolution 01-2026). Where a detail depends on current practice or an interpretation staff should
confirm case by case, it is noted rather than stated as a fixed rule.
HOW THIS EDITION WAS PREPARED
Uses are classified as Permitted or Special only (Art. XVII). Watervliet’s ordinance has no “conditional
use” category, so no such process appears in this guide.
There is one Site Plan Review process (Art. XIX), not a minor/major split. Minor accessory work
follows the Zoning Permit pathway instead.
Site plans are due at least 15 days before the Planning Commission meeting (§19.04). Staff may set a
longer intake cutoff to accommodate notice publication.
Effective dates for zoning amendments follow the Charter and the Michigan Zoning Enabling Act
together; see the note under Map A …

FENCE AND SHED – SUPPLEMENTAL SPECIFICATIONS
Fence Requirements
1. Six (6) foot maximum height for the SIDE and REAR yards up to, but not past, the front line
of the front of the house.
2. Four (4) foot maximum height, open style (such as a picket fence), in FRONT yard in front
of the front line.
3. “Good Side” of the fence must always face OUT, with posts on the inside.
4. For corner lots, please call. A Site Plan, as well as a site visit, may be required.
Current Shed Ordinances
1. A $24 permit is required for sheds UP TO 200 square feet. If a shed is LARGER THAN 200
square feet, the Permit Fee is based on the Cost of Construction.
2. Only one (1) shed or accessory building is allowed. Any existing shed or accessory
building MUST BE removed prior to placing a new one on the property.
3. Sheds are limited in size:
a. They cannot take up more than 40% of required backyard.
b. They cannot exceed 15 feet in height.
c. Dwelling and all outbuildings can only cover 30% of the lot.
4. Sheds must be at least 10 feet from the dwelling unit. All sheds must be at least five (5) feet
from property lines (side and back).
5. Sheds are NOT allowed in a front yard.
6. Shed exterior finishes MUST BE approved by the Building Official.

Master Fee Schedule FY2025/26
Resolution 01-2026
A resolution which approves the City of Watervliet Master Fee Schedule. Whereas, the City Commission of the City of
Watervliet may set fees as required under the City Code of Ordinances as expressly stated therein; and whereas, it is
necessary to collect fees to cover the basic cost of materials and overhead in providing certain services as expressed in the
City Code of Ordinances; and whereas, the City Commission has reviewed the City of Watervliet Master Fee Schedule and
determined that certain fees should be adjusted and/or added to the Master Fee Schedule.
Now, therefore be it resolved, that the Watervliet City Commission does hereby adopt the City of Watervliet Master Fee
schedule as presented, attached hereto as "The City of Watervliet Master Fee Schedule" updated on February 3, 2026 and
now therefore be it further resolved that the Watervliet City Commission shall formally implement the City of Watervliet
Master Fee Schedule effective April 1, 2026.
All fees are received, processed and documented by the Office of the City Clerk. Fees can be collected via cash, check,
money order and credit/debit card at City Hall; or, via check and money order by mail. In addition to the fee tables, please
see the end notes explaining the terms and conditions applicable to fees.

ZONING BOARD OF APPEALS

ARTICLE | - AUTHORITY
These Bylaws are adopted by the City of Watervliet Zoning Board of Appeals pursuant
to Public Act 110 of 2006, the Michigan Zoning Enabling Act (MCL 125.3601), and
Public Act 267 of 1976, as amended, the Open Meetings Act.
ARTICLE I] - MEMBERSHIP
2.1 Members
As authorized by MCL 125.3601(2), the City Commission shall serve as the Zoning
Board of Appeals (the “Board”). Members of the Board shall serve for the duration of
their tenure as elected members of the City Commission.
2.2 Officers
The Mayor shall serve as Chairperson of the Board. In the absence of the Mayor, the
Mayor Pro Tem shall serve as Acting Chairperson. The City Clerk shall serve as
Recording Secretary.
2.3 Conflict of Interest
A member shall disqualify himself or herself from voting on any matter in which the
member has a conflict of interest, including but not limited to matters involving property
owned by the member, the member's employer, or the member's immediate family.
Failure to disqualify oneself from a vote involving a conflict of interest constitutes
malfeasance in office.
ARTICLE Ill - MEETINGS
3.1 Regular Meetings
The Board shall meet as needed to hear appeals and variance tequests. Meetings shall
be scheduled in coordination with regular City Commission meetings or as special
meetings when necessary. An annual notice of regularly scheduled meetings shall
