Mayor Rowan called the special meeting to order at 6:45 pm at City Hall.

OTHERS: Watkins Ambulance Chief Jody Bauer, Meeker County Deputy Reggie Sandstrom, Deputy

Purpose of the meeting was to discuss ambulance operations with officers.
Bauer supplied the council with financial reports for review. She also informed council that the
state had been out this week for a routine ambulance inspection, and everything went smoothly.
Bauer’s largest struggle remains staffing. The current schedule meets the state’s criteria, but the
potential issue is being able to prove that they had two people designated that were willing and able
to go on a call. The state is asking services to provide more proof that they have people on-call 24/7,
so that will be a problem that the service needs to address. Bauer suggested they may have to look
at a paid on-call model. Currently, the service is moving $150 per billable call from operations to
the relief association. At the end of the year, after expenses, they divide the remaining amount
between members. This has been averaging $20 per call in the past. The service could look at
keeping that money in operations and paying a stipend to the on-call members. Bauer is looking to

uptick in gasoline drive-offs.

Council approves Nelson Sanitation contract, directs staff on MPCA grant applications

Council approves charitable gambling, revolving loan, and pump purchase

Acting Mayor Tschumperlin called the special meeting to order at 6:45 pm at City Hall.

Purpose of the meeting was to discuss ambulance operations with officers.
Bauer noted that she has been reviewing all runs since the discussion on billing at the last quarterly
meeting. September runs are still being worked on, as that month there were computer issues. Almost
half of the Accounts Receivable are sitting in the Medicare/Medicaid system, the remainder are made up
of commercial and some self-pay. She is monitoring as best she can.
Bauer also informed the council that one of the members had a driving violation and, while still able to go
on calls and work in the back of the ambulance, cannot drive for 90 days. This was reported to the state as
required.
Postcards will be going out in the mail next month to recruit members. A full roster would be 24 members,
although Bauer pointed out that 30 members would be appropriate for the current call volume. The
service is only at 15 members right now.
Ambulance service is going to be hosting a class in Watkins, so there will be some significant expense
associated with that.
