A regular meeting of the Westmoreland County Planning Commission was held on April 6,
2026 in the George D. English Sr. Memorial Building, Montross, VA. Those members present
were Allen Hickman, Lewis Thompson, Ben Hudson, Kyle Schick and James Coates. Zoning
Administrator Richard Stuart Jr. was also present.
CALL TO ORDER
Chairman Coates called the meeting to order at 1:30 p.m. The roll was called and a quorum
declared. Land Use Director Richard Stuart Jr requested an agenda amendment to include
discussion of the upcoming Board of Zoning Appeals case #2604-V-02 for a variance. Mr.
Schick motioned to approve the agenda amendment. Mr. Thompson seconded the motion, and
the motion passed with unanimous vote to add the agenda amendment.

Chairman Trivett called the meeting to order at 6:03 p.m.
2. CONSIDERATION OF AMENDMENTS TO THE AGENDA
Chairman Trivett asked whether any Board member had any changes to the agenda.
Mr. McCormack asked to amend the agenda by adding item 9, Closed Session, under code
section 2.2-3711. (A) (1), discussion, consideration, assignment, appointment, promotion,
performance, salaries, disciplining, or resignation of specific public officers, appointees, or
employees of any public body.
Mr. McCormack asked to move the Adjournment to item 10 on the agenda.
With no further discussion, upon motion by Mr. McCormack, seconded by Mr. Hynson, and with
Mr. Fisher voting “aye”, Mr. Hynson voting “aye”, Mr. McCormack voting “aye”, and the

General Registrar’s Report
The General Registrar Community is very frustrated with the lack of guidance from ELECT. One of the
concerns is that we will need our V-Drives back from the Clerk of the Court in time to have them programmed
for the Early Voting for the August 4th Primary. Also of note we are over budget with the mailing of the Voter
Registration Cards. Dawn Jenkins has notified the Acting County Administrator.
Old Business
We are on track for the April 21, 2026 election.
The issue of the 501 Voter Registration Cards because of the moving of the Polling Place from the Colonial
Beach High School to the Town Center for this election was a cost of appoxment of $3,000 and 300 - 400
cards were returned to sender or not received by the Voter.
New Business
The Annual Evaluation of the General Registar Dawn Jenkins.
We agreed to cancel our August Electoral Board Meeting. It will fall during the Post Election Canvass.
We also regularly cancel our July Electoral Board Meeting since it falls close to 4th of July. If needed for t

A work session of the Westmoreland County Board of Supervisors was held on Monday, April 27, 2026, in

Chairman Trivett called the meeting to order at 6:03 p.m.

Chairman Trivett asked whether any Board member had any changes to the agenda.

With no further discussion, upon motion by Mr. Fisher, seconded by Mr. McCormack, and with

Motion to approve the minutes from March 5, 2026 without corrections by David Lorms and 2nd by Barry
Millward motion was carried by voice vote.
General Registrar’s Report
Because of the moving of 501 from the Colonial Beach High School to the Colonial Beach Town Center.
We will have to issue new Voter Registration cards with the Town Center location. After this election and the
move back to the Colonial Beach High School will require sending new Voter Registration Cards to all
Registred Voter os 501.
The estimated cost of $6,000.00 for both mailings. Dawn Jenkins worked hard with ELECT trying to get
permission to just send post cards which would reduce the cost to about $1,000.00.
Old Business
We are on track for the April 21, 2026 election. Training is today at 2:30 in the EMS training room.
We do have some new EO’s and are building up our pool of EOs.
New Business
Finished up our discussion of the added cost of sending out the new Voter Registration Cards.
We thanked Dawn for her hard work in this upcoming election.

“nay”, and the Chairman voting “aye”, the motion passed 3-2 to amend the agenda.

Millward motion was carried by voice vote.
General Registrar’s Report
Dawn Jenkins has sent out emails/letters to our Election Officers letting them know of the possibility of 4
elections. Also letting them know that David Lorms has joined the Electoral Board. She has also sent the
possible dates of the Elections to our Polling Places contacts. LESS will be sent to ELECT before March 1st.
The big concern of the General Registrar's Community is the possible Bill being introduced for Sunday Voting
the last 2 weeks of early voting. The Electoral Board will support our General Registrar in opposing this Bill.
Old Business
Barry Millward is still working out the details for 501. With the construction at the High School for the April
Election Barry Millward will contact the Town Center as our backup polling place, Dave made the motion that
we use the Town Center as Precinct 501 until the Colonial Beach High School's construction is finished.
Seconded by Barry Millward and carried by voice vote.

VA 22524 request a Zoning Amendment with county-wide impacts to
development. The proposed amendment would eliminate Article 4, Sec. 4-
6.3.2(A)3 of the Westmoreland County Zoning Ordinance, which requires a 50’
wellhead protection radius to be contained within the boundary lines of the parcel
where a new well is to be placed. If the standard is not met, then it requires
neighbors to record civil agreements in the courthouse.

JANUARY 12, 2026
A regular meeting of the Westmoreland County Board of Supervisors was held on Monday, January 12,
2026, in the public meeting room of the George D. English, Sr. Memorial Building, located at 111 Polk
Street, Montross, Virginia.

1. CALLTO ORDER
Chairman Fisher called the meeting to order at 6:05 p.m.
2. ANNUAL REORGANIZATION
A. Election of Chairman
Chairman Fisher stated that this meeting is the annual reorganization meeting. The
Chairman then asked for a motion to appoint Jim Taylor, County Administrator, as
temporary Chairman of the Board.
Upon motion by Mr. Trivett, seconded by Mr. Ingram and carried unanimously, the Board
appointed Mr. Taylor as Temporary Chairman of the Board.
Mr. Taylor opened the floor for nominations for the position of Chairman of the Board of
Supervisors for the calendar year 2026. Mr. Ingram made a motion to nominate Timothy
Trivett as Chairman. Mr. Taylor then asked if there were any other nominations. Mr. Fisher
nominated himself as Chairman. There being no additional nominations, Mr. Taylor closed
the nominations and called for a vote for the nomination of Timothy Trivett as Chairman of
the Board for 2026. Mr. McCormack voted “aye”,
