CALL TO ORDER
Keith Choper called the meeting to order at 7:03 p.m. and asked all to rise for the pledge
to the flag and for a moment of silence for the sacrifices made by our military service
members and first responders.
REVIEW OF MEETING MINUTES
Mr. Choper noted that page 6 of the June 16, 2026, indicated that he abstained from the
vote on the Willow Hill Development Group (Weston Tract) conditional use plan because he
was not a member of the Planning Commission during previous discussions of the plan, but
in fact he said he abstained because he was opposed to the ordinance amendment that was
needed to develop the plan.
Mr. Choper further explained that he had additional comments regarding the Weston Tract
that he wanted included in the minutes so that such comments are available to the Board
of Supervisors before they act on the plan, but following the suggestion of John Weller, Mr.
Choper said he will make those comments a part of the present minutes under Old Business.

Planning Commission to review draft data center zoning ordinance
The West Whiteland Township Planning Commission will continue its review of a draft ordinance regulating data centers, which would allow them as a conditional use in the I-2 zoning district. The draft includes a 1,000-foot separation from residential and office/residential districts, churches, and educational uses, as well as a new 50 dBC noise limit. Staff have prepared three maps showing how different separation requirements would affect the eligible area. The Commission will discuss the ordinance and maps and may recommend changes.

Mr. Weller noted the principal changes to the previous version of the draft as directed by
the Commission and indicated by the text in red. The first was an amendment to the Noise
Disturbance Ordinance to add a sound limit for C-weighted decibels (dBC), which addresses
the low frequency hum/vibration characteristic of data centers. He noted that it was in a
different ordinance so that it will apply to all uses, not just data centers. He previously
recommended a limit of 60 dBC, but the Commission asked if it could be lower. Mr. Weller
reported that Staff research revealed that, while the range of 50 to 60 decibels is considered
normal, research by the NOISE Project funded by the National Science Foundation found

1. WWT Stormwater Flow Map Review and Discussion
Wyatt Williams presented the first iteration of the Stormwater Flow Map and explained the legend
and various layers, including the USA Flood Hazard Areas. General feedback from Task Force
members and Staff was that the colors were confusing with so much “blue” making it appear that
much of the Township was being flooded. Mr. Williams said he would provide an educational
narrative explaining how to use the map, the legend, and the various layers. Responding to a
question from Ms. Madarasz, Mr. Williams said the map does not show flow direction at this time,
as it would cause the map to take much longer to load.

Call to Order – Chair Joseph McCormick called the meeting to order at 6:35 p.m.

MOTION: To approve the May 11, 2026, minutes as presented.
ACTION: Passed 2-0-1 (Anderson/DiPaolo) (McCormick abstained as he did
not attend that meeting).

Request: A recommendation for replacing the roof and gutter systems of the
subject resource.
Patrick Gorman introduced the project to replace the roof and gutter on the historic Riter Boyer
House located at 350 W. Boot Rd.
Palmer Delaney, Applicant and representative from Pro Edge Roofing, advised that the subject
property was his childhood home. He said that the cedar and asphalt sections of the roof are in
great disrepair and need to be replaced.
Responding to questions from Carol Quigley, the Township’s historic consultant, Mr. Delaney
confirmed that the cedar section of the roof is to be replaced with bronze standing seam metal
and the asphalt section will be replaced in kind. The standing seam will not be pre-fabricated,
