CALL TO ORDER
EZMO Board Chair, Mayor Scott Vandermyde, called to order the regular meeting of the Whiteside Carroll
Enterprise Zone Management Organization at 1:30 p.m. on April 14, 2026 in Room 117 at the Whiteside County
Courthouse, 200 East Knox Street, Morrison, Illinois, 61270.
A verbal roll call was taken. EZMO members in attendance were: Kimberly Ewoldsen, Sally Heffernan, Scott
Howard, Bob Jachnicki, Chris King, Rodney Kleckler, Martin Koster, Shane Malone, Diana Merdian, Scott Shumard,
Heather Sotelo, Scott Vandermyde, and Mick Welding. A quorum was verified. Also, in attendance were Gary
Camarano, Enterprise Zone Administrator, and Brenda Nelson, Enterprise Zone Administrative Assistant, and a
guest, Gabbi McKanna, Assistant City Administrator, Rock Falls.
PUBLIC COMMENT
EZMO Chair Vandermyde called for public comment. No requests were received prior to the meeting, and
hearing of none the Chair ruled that there was no public comment.
APPROVAL OF MINUTES
EZMO Chair Vandermyde called for any discussion or revisions for the unapproved minutes dated January
13, 2026. There were no corrections mentioned. A motion to approve the minutes was made by Kimberly
Ewoldsen, seconded by Martin Koster. The motion carried with a “collective” Aye to approve the minutes.

MINUTES OF THE REGULAR MONTHLY MEETING
OF THE WHITESIDE COUNTY AIRPORT BOARD
The regular monthly meeting of the Whiteside County Airport Board was held at 8:58 a.m. on May
14, 2026 in the Whiteside County Airport terminal.
Present for the Board were: Monte Van Kooten, Nick Dirks, ben Adolph, Mike Zolli and Chris
King. Also in attendance was Darin Heffelfinger, Jackie Damhoff and Ed Weeks – Whiteside
County.
President Van Kooten called the meeting to order and asked for roll call.
Van Kooten then asked for approval of the consent agenda items including minutes of the regular

MINUTES OF THE SPECIAL MEETING
OF THE WHITESIDE COUNTY AIRPORT BOARD

A Special Meeting of the Whiteside County Airport Board was held on April 24, 2026, in
the Terminal Building at the Whiteside County Airport, Rock Falls, Illinois at 3:30 p.m.
Present were board members: Monte Van Kooten, Nick Dirks and Chris King. Also
present was Travis Straight with Crawford, Murphy and Tilly.
Public Comment. None.
Unfished Business.

New Business.
Van Kooten called the meeting to order and said the meeting was to open the bids for
the hangar. Travis Straight with CMT opened the bids. Straight said he will open up
and read the bottom number, take back to review the bid to assure everything is in order
and contact at a later date. Five (5) bids were received. The bids that were received
were:
LZ Design Build Group in the amount of $1,222,685.00
Blunier Builders for $752,590.00;
Greenfield Contractors, LLC for $1,165,375.00;
Rockford Structures for $915,620.75
Maman Corporation for $968,000.00
Senstrom for $1,088,000.00
Based on the bid open, low bid is Blunier Builders. The bid will be reviewed to
verify that is have everything needed and if anything is inaccurate, they will notify the
bidders. Straight stated they will review and forward to the IDA for approval. Once IDA
approves and the grant has been submitted. Once the grant has been awarded, that is
when you would accept the bid and notify the builder. County money has to be spent by
the end

Morrison, on Tuesday, April 21, 2026, at 6:30 p.m. Notice of the meeting was given to all Board Members and was posted in
the County Clerk’s office.
Mr. Koster, Chairman, called the board meeting to order and directed the Clerk to call the roll. On roll call members:

MINUTES OF THE REGULAR MONTHLY MEETING
OF THE WHITESIDE COUNTY AIRPORT BOARD
The regular monthly meeting of the Whiteside County Airport Board was held at 9:01 a.m. on April
16, 2026 in the Whiteside County Airport terminal.
Present for the Board were: Monte Van Kooten, Nick Dirks and Chris King. Also in attendance
was Darin Heffelfinger, Jackie Damhoff and Tim Whitmer – Whiteside County.
President Van Kooten called the meeting to order and asked for roll call.
Van Kooten then asked for approval of the consent agenda items including minutes of the regular
meeting on March 12, 2026, the itemized bills which a copy is attached hereto, accounts
receivable and the business and economic report. Upon motion by Dirks and second by King, the
consent agenda items were approved three (3) votes in the affirmative.

CALL TO ORDER
EZMO Board Chair, Mayor Scott Vandermyde, called to order the regular meeting of the Whiteside Carroll
Enterprise Zone Management Organization at 1:30 p.m. on Jan 13, 2026 in Room 117 at the Whiteside County
Courthouse, 200 East Knox Street, Morrison, Illinois, 61270.
A verbal roll call was taken. EZMO members in attendance were: Julie Bickelhaupt, Robbin Blackert, Kimberly
Ewoldsen, Sally Heffernan, Bob Jachnicki, Chris King, Rodney Kleckler, Martin Koster, Shane Malone, Bo Mays,
Diana Merdian, Scott Shumard, Heather Sotelo, Scott Vandermyde, and Mick Welding. A quorum was verified.
Also, in attendance were Gary Camarano, Enterprise Zone Administrator, and Brenda Nelson, Enterprise Zone
Administrative Assistant.
PUBLIC COMMENT
EZMO Chair Vandermyde called for public comment. No requests were received prior to the meeting, and
hearing of none the Chair ruled that there was no public comment.
APPROVAL OF MINUTES
EZMO Chair Vandermyde called for any discussion or revisions for the unapproved minutes dated Oct
14, 2025. There was one correction mentioned, to change EZMO Vice Chair Vandermyde to EZMO Chair
Vandermyde. A motion to approve the minutes was made by Robbin Blackert, seconded by Sally Heffernan.
The motion carried with a “collective” Aye to approve the minutes.

The County Board of Whiteside County, Illinois, convened in the County Board room at the Law Enforcement Center in
Morrison, on Wednesday, March 18, 2026, at 6:30 p.m. Notice of the meeting was given to all Board Members and was posted
in the County Clerk’s office.
Mr. Koster, Chairman, called the board meeting to order and directed the Clerk to call the roll. On roll call members:
Thomas Ausman, Michael Clark, Douglas Crandall, Rachel Crandall, Paul Cunniff, Sally Douglas, Shawn Dowd, James Duffy,
Kurt Glazier, Mark Hamilton, Rita Kelly, Martin Koster, Brooke Pearson, Linda Pennell, Alex Regalado, Emest Smith, Kenneth
Stralow, Glenn Truesdell, Matt Ward, Edward Weeks, Doug Wetzell, Thomas (Alex) Williams and Tom Witmer (23) were

MINUTES OF THE REGULAR MONTHLY MEETING
OF THE WHITESIDE COUNTY AIRPORT BOARD
The regular monthly meeting of the Whiteside County Airport Board was held at 5:00 p.m. on
March 12, 2026 in the Whiteside County Airport terminal.
Present for the Board were: Monte Van Kooten, Ben Adolph, Nick Dirks and Chris King. Also in
attendance was Darin Heffelfinger, Jackie Damhoff, Rachel Crandall – Whiteside County Board
and Martin Koster – Whiteside County Board. Travis Straight with CMT joined at 5:05 p.m.
President Van Kooten called the meeting to order and asked for roll call.
Van Kooten then asked for approval of the consent agenda items including minutes of the regular
meeting on February 12, 2026, the itemized bills which a copy is attached hereto, accounts
receivable and the business and economic report. Upon motion by Dirks and second by Adolph,
the consent agenda items were approved with the addition of the consultant fee check, four (4)
votes in the affirmative.

The County Board of Whiteside County, Illinois, convened in the County Board room at the Law Enforcement Center in
Morrison, on Tuesday, February 17, 2026, at 6:30 p.m. Notice of the meeting was given to all Board Members and was posted
in the County Clerk’s office.
Mr. Koster, Chairman, called the board meeting to order and directed the Clerk to call the roll. On roll call members:

MINUTES OF THE REGULAR MONTHLY MEETING
OF THE WHITESIDE COUNTY AIRPORT BOARD
The regular monthly meeting of the Whiteside County Airport Board was held at 5:00 p.m. on
February 12, 2026 in the Whiteside County Airport terminal.
Present for the Board were: Monte Van Kooten, Mike Zolli and Chris King. Also in attendance
was Airport Manager Darin Heffelfinger and Whiteside County Board Member.
President Van Kooten called the meeting to order and asked for roll call.
Van Kooten then asked for approval of the consent agenda items including minutes of the regular
meeting on January 15, 2026, the itemized bills which a copy is attached hereto, accounts
receivable and the business and economic report. Upon motion by Dirks and second by Zolli, the
consent agenda items were approved, three (3) votes in the affirmative.

MINUTES OF THE REGULAR MONTHLY MEETING
OF THE WHITESIDE COUNTY AIRPORT BOARD
The regular monthly meeting of the Whiteside County Airport Board was held at 9:00 a.m. on
January 15, 2026, in the Whiteside County Airport terminal.
Present for the Board were: Monte Van Kooten, Ben Adolph and Chris King. Also in attendance
was Darin Heffelfinger and Jackie Damhoff.
President Van Kooten called the meeting to order and asked for roll call.
Van Kooten then asked for approval of the consent agenda items including minutes of the regular
meeting on December 11, 2025, the itemized bills which a copy is attached hereto, accounts
receivable and the business and economic report. Upon motion by King and second by Adolph,
the consent agenda items were approved, three (3) votes in the affirmative.
