Wilkes County Board of Health Meeting Minutes June 22, 2026 The Wilkes County Board of Health held a regular business meeting Monday, June 22nd, 2026, at 5:30 p.m. at the Wilkes County Health Department in the Health Department Training Room. Board of Health members in attendance were: Ms. Susan Bachmeier Dr. Sarah Miller-Wyatt Ms. Martha Brame Dr. Keaton Mash Commissioner Shirley Randleman Dr. Laura Hubbard Ms. Rachel Willard, and Ms. Jenna Daye, were also in attendance. Prior to the June meeting, packets containing the materials to be discussed were mailed and sent via email to each board member for review. 1. MINUTES August 4, 2026 Page 1 of 21 MINUTES WILKES COUNTY BOARD OF COMMISSIONERS August 4, 2026 The Wilkes County Board of Commissioners met on Tuesday, August 4, 2026 at 5:00 P.M. with the following members present: Chairman Hardin Kennedy, Vice Chairman Evan Handy, Commissioner Casey Johnson, Commissioner Bill Sexton, and Commissioner Shirley Randleman. Also present for the meeting were Tony Triplett, County Attorney; John Yates, County Manager; Zach Lovette, Interim Financial Director; and Sarah Call, Clerk to the Board. Chairman Hardin Kennedy welcomed everyone and called the meeting to order at this time. Chairman Kennedy recognized Chris Huffman, Finance Director, and welcomed him back. MINUTES July 2, 2026 Page 1 of 7 MINUTES WILKES COUNTY BOARD OF COMMISSIONERS July 2, 2026 PUBLIC CONCERNS – FLOCK SAFETY CAMERAS – KIMBERLEE OPLINGER – Chairman Kennedy said they got an email from Ms. Oplinger, her topic is on flock cameras, he notified her that this is a DOT General Assembly issue, nothing really the County can do, but he wanted to give her an opportunity to speak. Ms. Oplinger said Benjamin Franklin warned them that those who give up essential liberty to purchase a little temporary safety, deserve neither liberty or safety, she thinks that's exactly the trade that this County is making with the Flock safety cameras. She is a taxpaying resident and is not here to be anti-law enforcement, she believes in a safe community, this is about who controls the data, who profits from it, and whether a private corporation should have more information about daily movements than the local County government. Flock group is a private tech company, and every time a car goes past one of the cameras, it scans the plate number, the vehicle make, model, color, bumper stickers, timestamps go into Flock's private data centers where they control all the data. The data then feeds into a natural network searched by over 4,800 law enforcement agencies, homeowner associations, and private businesses across the Country. MINUTES June 8, 2026 Page 1 of 1 MINUTES WILKES COUNTY COMMISSIONERS SPECIAL CALLED MEETING June 8, 2026 The Wilkes County Board of Commissioners met on Monday June 8, 2026 at 6:43 P.M. with the following members present: Chairman Hardin Kennedy, Vice Chairman Evan Handy, Commissioner Bill Sexton, and Commissioner Shirley Randleman. Also present for the meeting were Tony Triplett, County Attorney; John Yates, County Manager; Zachary Lovette, Interim Finance Director; and Sarah Call, Clerk to the Board. Chairman Hardin Kennedy called the meeting to order and stated Commissioner Johnson had another commitment and he has excused him from this meeting. INVOCATION – Commissioner Sexton led the Invocation. CLOSED SESSION – Motion was made by Commissioner Bill Sexton to go into closed session to discuss qualifications, competence, performance, or conditions of employment for a public officer or employee or prospective public officer or employee pursuant to the personnel exception under G.S. § 143-318.11(a)(6); and under Section 143-318.11(a)(3) of the North Carolina General Statutes to consult with the Board’s Attorney to preserve the attorney-client privilege. The motion was seconded by Vice Chairman Evan Handy and unanimously approved. MINUTES June 2, 2026 Page 1 of 10 MINUTES WILKES COUNTY BOARD OF COMMISSIONERS June 2, 2026 PUBLIC HEARING – PROPOSED ECONOMIC INVESTMENT AGREEMENT PROJECT PRESSURE – Chairman Hardin Kennedy declared the Public Hearing open concerning the Proposed Economic Investment Agreement Project Pressure at 5:01 P.M. on Tuesday, June 2, 2026 with the following members present: Chairman Hardin Kennedy, Vice Chairman Evan Handy, Commissioner Casey Joe Johnson, Commissioner Bill Sexton, and Commissioner Shirley Randleman. Also present for the meeting were Tony Triplett, County Attorney; John Yates, County Manager; Zach Lovette, Interim Financial Director; and Sarah Call, Clerk to the Board. Chairman Kennedy turned the Public Hearing over to Tony Triplett, County Attorney. Mr. Triplett said they did initially vote to set their Public Hearing for tonight, on the Bevara Project Pressure economic development project, but he said this Public Hearing needed to be postponed until June 16, 2026. It’s on the agenda to take action on later in the meeting tonight for the postponement, he said. The notice was not advertised soon enough to have the Public Hearing tonight, and the Economic Investment Agreement was not ready at that time. He has since finished preparing it and forwarded copies to both EDC and the Town of Wilkesboro, he said, and Bevara will need time to review it, too.
