to calla town meeting for this project to be approved by residents before the

Committee plans library event and updates Board on fossil fuel letter status
The Willington Sustainability & Energy Committee will hold a virtual special meeting to discuss the status of a letter to the Board of Selectmen regarding fossil fuel installations in town facilities. The group will also finalize plans for a September 30 sustainability event at the library and update the Board on their activities. Additionally, the committee will review the wording for recruiting new board members and approve the minutes from the July 8, 2026 meeting.

Discuss progress that has been made about monitoring the kWh usage of electrical heaters
at the pump house (kept on the agenda pending resolution).
Discuss the wording of looking for new WiSE board members, that is presently posted on

interest in Green Energy? Would you like to help the Town of Willington reduce our energy

J. Tehan said he has asked for the WiSE Committee to be added to the Board of Selectmen’s meeting
on Tuesday, September 8. He said he wants to finalize the flier’s content at tonight’s meeting so it is
available for the Board of Selectmen’s meeting. He added that he spoke with the town’s food bank
coordinator, who said she will help reach out to the food bank’s clients about the WiSE sustainability
event.
Katie Meder from Sustainable CT noted that the WiSE Committee needs to get the Equity Toolkit from
Sustainable CT in relation to the Town meeting its requirements as a member of Sustainable CT. She

First Selectman Mike Makuch called the meeting to order at 6:34 PM with the following in attendance: Selectman Ralph
Tulis.
Approval of Minutes
Selectman Tulis requested that the approval of minutes be tabled until the next meeting where all three Selectmen are in
attendance, which First Selectman Makuch agreed upon.
Present to Speak
Peter Latincsics; addressing the School Building Project, Mr. Latincsics strongly urges that the board follows procedure
and submit everything to the Board of Finance before continuing with the process. Feels there needs to be a better
understanding of what the cost actually is to the taxpayer.
There were some brief audio issues that were addressed before continuing
Bruce Lawlor: reviewed student projection reports that were used to support the SBC project proposals, and explained
that the projected number of students by 2035 is ~520. Continued on to read studies about birth rates to kindergarten
enrollment, quoting that kindergarten enrollment is a problem in any analysis: -0,26 correlation between birth and birth to
kindergarten growth. From about 2006-2007 to 2016, there was a loss of ~170 students in Willington’s schools, and in the

The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters
mentioned in the following warning are hereby warned and notified to meet at the OLD TOWN HALL at 11 COMMON
ROAD in WILLINGTON on Wednesday, August 12", 2026 at 7:00 P.M. for the following purposes:

Will the people authorize the allocation of $20,000 from Fund 04 Capital Reserve-School Projects for the purpose of
providing a deposit for a Purchase and Sale Agreement for property recommended by the School Building Committee for
a future school project, said project and final land purchase to be approved by the people at a later date.
