STEERING COMMITTEE MINUTES
The Steering Committee of the County Commission of Wilson County, Tennessee was scheduled
to meet in regular session on Thursday, July 9, 2026 in the Upstairs Conference Room at the Wilson
County Courthouse in Lebanon, Tennessee at the conclusion of the Minutes Committee Meeting, which
was scheduled to begin at the conclusion of the Law Enforcement Committee Meeting. The Law
Enforcement Committee Meeting had been cancelled and, at this time, the Minutes Committee did not
have a quorum . Steering Committee members present were Commissioners Bobby Franklin, Wendell
Marlowe, Chad Barnard, Justin Smith, Mike Kurtz, Robert Fields, Jerry McFarland, Diane Weathers,
Lauren Breeze and Finance Committee Vice Chairman Blake Hall being all the Committee with the
exception of Commissioners Terry Struggs, Rick Brown, Rusty Keith, John Gentry, Chris Dowell and
William Glover. Also present was Finance Director Aaron Maynard, Chief Judicial Commissioner Corey
Buhler, County Mayor Randall Hutto, County Commissioners Rick Brown, Haskell Evans and Tommy
Jones and County Attorney Michael R. Jennings.
Chairman Fields called the meeting to order at 5:03 p.m. and determined that a quorum was
present.
Chairman Fields called for Public Comment and there was none.
The Proposed Agenda for the July 20, 2026 County Commission Meeting was presented. Motion

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
WILSON COUNTY, TENNESSEE HONORING THE LIFE AND
DEDICATED SERVICE OF THE LATE MR. JOHN NANCE JEWELL
WHEREAS, Mr. John Nance Jewell was born on July 19, 1944, to the late Rev.
Albert Jewell and Ms. Opal Moorehead Jewell, and departed this life peacefully on
Friday, May 1, 2026, at the age of 81; and
WHEREAS, throughout his 81 years, John lived a life marked by integrity,
devotion, and service; distinguishing himself as a beloved husband, father,
grandfather, friend, and public servant; and
WHEREAS, John and Ms. Jan Bastin Jewell shared 44 years of marriage, a
union blessed with two sons, John T. and Jeff, and further enriched by seven
grandchildren; and
WHEREAS, John and Jan owned and operated Jewell Disposal Service and
Jewell Communications & Comsites, reflecting John's strong work ethic and his
early experiences in the broadcasting field; and
WHEREAS, John faithfully served his community and county in numerous
capacities. He was a dedicated member of the Watertown Volunteer Fire
Department, serving many years as chief. He contributed his leadership and
insight as a member of both the Wilson County and City of Watertown Planning
Commissions. He served a vacant position on the Wilson County Court from
October 1972 to January 1973. John was also a valued member of the Railroad
Authority, the Watertown City Council, and the Historic Watertown Committee.

STEERING COMMITTEE MINUTES
The Steering Committee of the County Commission of Wilson County, Tennessee met in regular
session on Thursday, March 5, 2026 in the Upstairs Conference Room at the Wilson County Courthouse
in Lebanon, Tennessee. The meeting was scheduled to begin at the conclusion of the Minutes
Committee meeting, which it did. Those members present were Commissioners Bobby Franklin, Terry
Scruggs, Rick Brown, Wendell Marlowe, Chad Barnard, Justin Smith, Robert Fields, Jerry McFarland,
Diane Weathers and William Glover, being all the members of the Committee with the exception of
Commissioners Mike Kurtz, Rusty Keith, Lauren Breeze, John Gentry, Chris Dowell and Kevin Costley,
who were absent. Also present was Director of Schools Jeff Luttrell, School Finance Director Ed

The Steering Committee of the County Commission of Wilson County, Tennessee met in regular
session on Thursday, February 5, 2026 in the Upstairs Conference Room at the Wilson County
Courthouse in Lebanon, Tennessee. The meeting was scheduled to begin at the conclusion of the
