Regular meeting of the Town Council was called to order at the Winthrop Barn
Hen House and via Zoom meeting at 7:01 p.m. by Mayor Robert W. Grim and
the following Council members were present: Signe Shaw, Ed Zuckerman, Seth
Miles, Marisa Monteverde and Joe O’Driscoll (Zoom). Employees present were:
Michelle Gaines, Jacob Gates and Ty Sheehan. Others attending were: Town
Attorney Julie Norton (Zoom), Jenna Goodrich, Michael Miller, Amber Williams
and Methow Valley News Editor Don Nelson.
CONSENT AGENDA Motion was made by Marisa Monteverde to pass the
consent agenda. Ed Zuckerman seconded the motion, the Council was
unanimously in favor and the motion was carried.

Regular meeting of the Town Council was called to order at the Winthrop Barn Hen
House and via Zoom meeting at 7:00 p.m. by Mayor Robert W. Grim and the following
Council members were present: Marisa Monteverde, Signe Shaw, Seth Miles, Ed
Zuckerman and Joe O=Driscoll (Zoom). Employees present were: Michelle Gaines.
Others attending were: David Didier, John and Carol Lester, Nilsine Harris, Casey
Bouchard, Anne Acheson, Michael Miller and Methow Valley News Editor Don Nelson.
CONSENT AGENDA Motion was made by Seth Miles to approve the consent agenda.
Ed Zuckerman seconded the motion, the Council was unanimously in favor and the
motion was carried.
Consent agenda consisted of approval of minutes from August 5, 2026, approval of
bills and account and Cutthroat Classic Bib Pick Up special event application.
Vouchers audited and credited by the auditing officer as required by R.C.W. 42.24.090,
have been recorded on a listing which has been made available to the Town Council.
As of this date the Council by unanimous vote does approve for payment those
vouchers included in the voucher payment list and further described as follows: Claims
Fund Total $597,904.92. Checks #27876 through #27898. Payroll Fund Total $. Checks

CONSENT AGENDA Motion was made by Seth Miles to approve the consent agenda.
Marisa Monteverde seconded the motion, the Council was unanimously in favor and
the motion was carried.
Consent agenda consisted of approval of minutes from July 1, 2026, approval of bills
and accounts and LTAC position #4 appointment confirmation of Phil Milliam.
Vouchers audited and credited by the auditing officer as required by R.C.W. 42.24.090,
have been recorded on a listing which has been made available to the Town Council.
As of this date the Council by unanimous vote does approve for payment those
vouchers included in the voucher payment list and further described as follows: Claims

Announcements and Planning Report
Rocklynn gave an update on construction in town (new sidewalk on Pool Hall hill,
underpass for Chewuch R. and Riverwalk trail. Rocklynn advised that the Methow
Housing Trust recently held a neighborhood input meeting on two proposed
developments – one in Heckendorn and the other the Larkspur property.
Learning Session
Guest Presentation by James DeSalvo, Director of Methow Trails. James gave us a
great overview of Methow Trails accomplishments, challenges, etc. In summary, MT
has determined that the valley’s amazing trail system generates approximately $17.6
million in revenue for the valley. (that includes mt. biking trails too). James gave us an
overview of MT’s goal to develop its campus and to make its HQ a hub for in town

Regular meeting of the Town Council was called to order at the Winthrop Barn
Hen House and via Zoom meeting at 7:02 p.m. by Mayor Robert W. Grim and
the following Council members were present: Seth Miles, Marisa Monteverde,
Signe Shaw, Ed Zuckerman and Joe O’Driscoll (Zoom). Employees present
were: Michelle Gaines and Ty Sheehan. Others attending were: Ryan Bell, Julia
Babkina, Michael Miller, Amber Williams and Methow Valley News Editor Don
Nelson.
CONSENT AGENDA - APPROVAL OF MINUTES/APPROVAL OF BILLS AND
ACCOUNTS Motion was made by Marisa Monteverde to approve the consent
agenda. Seth Miles seconded the motion, the Council was unanimously in favor
and the motion was carried.
Vouchers audited and credited by the auditing officer as required by R.C.W.
42.24.090, have been recorded on a listing which has been made available to
the Town Council. As of this date the Council by unanimous vote does approve
for payment those vouchers included in the voucher payment list and further
described as follows: Claims Fund Total $267,021.86. Checks #27717 through
#2774. Payroll Fund Total $135,747.32. Checks #18730 through #27716 plus
EFTPS and HSA May 2026.
