Finance Committee Meeting June 16, 2026 On Tuesday, June 16, 2026, the Finance Committee met in the Planning Commission Room of the Municipal Office. Present were Committee members Funkhouser and Heishman, Council members Cross and Haun, Town Manager Aaron Grisdale, and Director of Finance Tammy DePhillip Mr. Funkhouser called the meeting to order at 5:30 pm to discuss the following: • Water Quality Improvement Project debt resolution M s. DePhillip reported that in FY2024 the town was awarded Bipartisan Infrastructure Law (BIL) funding through VDH’s Drinking Water State Revolving Fund (DWSEF) for the West End Waterline Evaluation Project. The funding covered 4.1 million of the 5.4 million in costs for the West End Line Project. The town will need to obtain a loan for the 1.3 million needed to cover the balance. I n order to obtain the loan a public hearing to receive citizen comments on the matter needs to be held. Once the public hearing occurs the Council will then need to vote to approve a resolution authorizing administration to obtain a bond loan. M s. Cross made a recommendation to hold a public hearing on July 7th to receive citizen comments regarding obtaining a bond of 1.3 million to cover remaining costs of the West End Waterline Project.
