Held at 6:00 pm in the Yancey County Courtroom
Yancey County Courthouse, Burnsville North Carolina
Present at the meeting held May 11, 2026, were Chairman Jeff Whitson, Vice Chairman
Mark Ledford, Commissioner Stacey McEntyre Greene, Commissioner David Grindstaff,
County Manager Lynn Austin, County Attorney Donny Laws. Clerk to the Board Morgan West
and Commissioner Sandi Norton were absent from the meeting. Members of the media and the
general public attended the meeting. These minutes were prepared by Clerk to the Board Morgan
West, with notes and approval from Lynn Austin, County Manager, who was present.
Call to Order
Chairman Whitson called the meeting to order and welcomed those in attendance.

Special Meeting of the Yancey County Board of Commissioners
Commissioners' Meeting Room,

Present at the meeting held Monday, April 27th, 2026, at 6:00 p.m. were Chairman Jeff
Whitson, Vice Chairman Mark Ledford, Commissioner Stacey McEntyre Green, Commissioner

Finance Officer Brandi Burleson distributed FY 2026-2027 Fiscal Year Budget Draft #1
of expenses and revenues of $37,084,332.00. County Manager Austin reviewed draft overview
of expenses within the departments, and discussion ensued regarding budget matters related to
FY 2026-2027.

County Finance Officer Brandi Burleson presented budget amendment #4 for FY 2025-
2026 (Attachment B). Commissioner Ledford made a motion to approve amendment for FY
2025-2026, with Commissioner Grindstaff seconding. Unanimously the motion carried.

Held at 6:00 pm in the Yancey County Courthouse
Yancey County Courthouse, Burnsville North Carolina
Present at the meeting held February 9, 2026 were Chairman Jeff Whitson,
Commissioner Mark Ledford, Commissioner David Grindstaff, Commissioner Sandi Norton,
Commissioner Stacey McEntyre- Greene, County Manager Lynn Austin, County Finance
Director Brandi Burleson, County Attorney Donny Laws, Tax Administrator Jessica McIntosh,
members of the media and members of the general public.
Call to Order
Chairman Whitson welcomed those in attendance and called the meeting to order.
Invocation and Pledge of Allegiance to the Flag
Commissioner Grindstaff delivered the invocation. Commissioner Norton led the Pledge
of Allegiance to the Flag.
Approval of the Agenda
Commissioner Ledford made a motion to approve the agenda, with Commissioner

Regular Meeting of the Yancey County Board of Commissioners
Held at 6:00 pm in the Yancey County Courtroom
Yancey County Courthouse, Burnsville North Carolina
Present at the meeting held January 12, 2026, were Chairman Jeff Whitson, Vice
Chairman Mark Ledford, Commissioner Stacey McEntyre Greene, Commissioner David
Grindstaff, Commissioner Sandi Norton, County Manager Lynn Austin, County Attorney Donny
Laws, Finance Officer Brandi Burleson, and Clerk to the Board Morgan West. Members of the
media and the general public attended the meeting.
Call to Order
Chairman Whitson called the meeting to order and welcomed those in attendance.
Invocation and Pledge of Allegiance to the Flag
Chairman Whitson delivered the invocation. Commissioner Norton led the Pledge of
Allegiance to the Flag.
Approval of the Agenda
Commissioner Ledford made the motion to approve the agenda, with Commissioner
