Chief Wisner reviewed an amended budget that totals $3,268,000. The amended budget funds
the department for fiscal year 2026 / 2027. The budget is designed to account for department
personnel not moving into York County’s system. It also includes funding from the county to
cover three additional firefighters for the coming fiscal year.
A discussion was held regarding the need for a referendum to increase the millage cap for the
Flint Hill Fire Tax District to provide potential funding for future fiscal years.
A motion to pursue a referendum in a special election to increase the Flint Hill Fire Tax District
millage cap from 10 mils to 30 mils was made by Randy McCurry. The motion was seconded by

Members in Attendance: Dr. Robert Carter (Vice Chairman), Dawn Posey, Marty Cotton, Jack
Schurlknight, and Jennifer McAdams (ex-officio).
Members Absent:
Pierre Langevin (Chairman), Terrie Steele, Dr. Ron Parks, and Carey Tilley (ex-officio).
Also in Attendance: Trish DeHond (Open Space Planner) and Diane Dil (Planning Manager).
A. Call to Order:
Vice Chairman Carter chaired the meeting in the absence of Chairman Langevin, and called the
meeting to order at 6:16 p.m.
B. Adoption of Minutes
Minutes of the March 17, 2026 meeting were unanimously approved, based on a motion by
Commissioner Cotton and a second by Commissioner Posey.
C. New Business
1. Trish distributed a York County Forever Fund spreadsheet showing the estimated balance
through the end of FY 2026-2027, and expenditures through the end of FY 2025-2026. She
explained the variation in value of a mil, millage appropriated, personnel costs and expenses for
land conservation projects over the years since FY 2000-2001.
D. Old Business
1. Trish gave a status report on the YC Historical Resources Survey Update (HRSU) project.
Planning and Heritage & Cultural Museums. For various reasons, the federal grant application
due May 7, was not submitted. The YCF Fund will be tapped to cover the full $80,000 project. …
