York County OPEB board reviews trust gains and county, school, and CBH bank balances
The York County Local Finance Board met on September 9, 2026, and approved the minutes of its June 10, 2026 meeting 4:0. The board reviewed VACo/VML Pooled OPEB Trust performance for the period ending June 30, 2026, and bank statement balances for the County, School Division, and Colonial Behavioral Health. Members also discussed an upcoming trust annual meeting, state budget changes affecting school funding, and a board member retirement. The next meeting is set for December 9, 2026, at 9:00 a.m.

- VACo/VML Pooled OPEB Trust Portfolio I rose $1.31 billion from inception June 30, 2016, to June 30, 2026, and overperformed by $194 million in the 4th quarter

- Schools ending market balance $15.13 million vs. cost value $6.78 million (difference $8.35 million)

Meeting Minutes
September 9, 2026
Meeting Convened. A meeting of the Local Finance Board was called to order at 9:10
a.m., Wednesday, September 9, 2026, in the County Administration Conference Room
by Chairman Candice Kelley
Attendance. The following members of the Local Finance Board were present:
Ms. Candice Kelley, Board Chair and York County Treasurer; Mr. Bill Bowen, York
County School Division's Chief Financial Officer; Mrs. Theresa Owens, York County
Director of Finance; and Ms. Cheryl Fields, Citizen Representative.
Ms. Carolyn Cuthrell, York County Deputy Director of Finance, was also in
attendance.
Roll Call.
Chairman Kelley requested a roll call. A quorum was present at the meeting to
make decisions and discuss actions.
Approval of Minutes.
Mrs. Owens moved, seconded by Ms. Fields, to adopt the minutes of the June 10,
2026 meeting as submitted. The minutes were approved 4:0.
Performance Reports.
Ms. Cuthrell stated that the reports for the VACo/VML Pooled OPEB Trust are for
the period ending June 30, 2026. She pointed out that the change was an increase
of $1.31 billion for Portfolio I from the Trust Investments' Inception, June 30, 2016,
to June 30, 2026. For the 4th quarter, Portfolio I overperformed by $194 million.
Also, discussed that performance was over the custom benchmarks as of June 30,
2026.

A regular meeting of the York County Public Library Board of Trustees was called to order

p.m., Freight Shed.

The Board discussed the draft minutes of the August 13, 2026, meeting. Pam Franz made a
