We plan to hold a budget work session each month for the remainder of the year to review and discuss the budget in detail. Staff will continue to make revisions and adjustments as directed by the City Council throughout the budget development process. Garbage Contract Discussion The Council has discussed the garbage hauling contract on several occasions. During the last Council meeting, various members expressed support for allowing commercial businesses to negotiate directly with any licensed hauler. This approach would undoubtedly increase competition and provide businesses with greater flexibility in selecting a service provider. However, because two Council members were absent from that discussion, I believe it is important to revisit the topic with the full Council during this work session before proceeding with the Request for Proposals (RFP) process. PUBLIC HEARING – SWIMMING POOL TAX ABATEMENT Grudem gave a presentation on the timeline of planning and decision making on the new pool. The current bid on the table leaves a $1,300,000 gap between the referended bonding amount and the funds needed to bill the pool. Multiple scenarios have been examined and narrowed down to the Council approving a tax abatement bonding scenario. Keith Dahl, from Ehlers, explained the process of abatement. In abatement property taxes from selected parcels would be dedicated to the debt service of the abatement. But the result is an increase in the levy.
