I The following projects and initiatives were pursued by the WCAG in 2025 and are with staff for action.
These items will continue to be tracked.
1. Chesapeake Village Sidewalk to Beach Elementary School (BES) The SHA grant offer to complete
the 100% design for this project was declined in May and the project is being re -worked by staff.
2. Safe Crossings/Pedestrian Safety throughout town: Crossing projects were placed under study by
SHA in the Fall of 2025 with an expected 120-day completion period. Laura has requested follow up
by Town Staff. See below:

3. Preserve and secure the 200+ acre FIDS property: Opportunities to secure this property from the

a Master Plan of the Richfield Station Residential Planned Community has not been made available
by the town. The FIDS topic has been discussed in closed Town Council meetings in 2025 and in
Planning Commission meetings in 2026. Laura has expressed concerns about all of the above to the
Mayor, the Town Administrator, the Zoning Administrator, and Council members and has requested a
closed legal session

AMENDING THE TOWN CODE, CHAPTER 290, “ZONING,”, ARTICLE

WHEREAS, Chesapeake Beach (the “Town”) is a municipal corporation of the State of
Maryland, organized and operating in accordance with Article XI -E of the Constitution of

actuals for FY23, 24, 25, current FY26 budget, and actual FY26 figures through February
2026, and the proposed FY27 figures. Mr. Baden covered the projected local revenues,
Federal & State revenues, and other revenue sources for FY27, highlighting the following:

Commission approves fence regulation amendment and advances land‑use table revisions
The Planning & Zoning Commission approved an amendment to Section 290-19 G. Fences and Walls and will forward it to the Town Council. Commissioners discussed the land‑use table, zoning map, and conditional uses, deciding to keep RV‑1 and RV‑2 districts separate, move Horizons and town homes into RV‑2, and update the table to allow personal services in Horizons while limiting commercial uses in RV‑1 and RV‑2 to home occupations. The Mayor opened the public hearing and read into the record Ordinance
O- 26- 1.
Ordinance O- 26- 1, an ordinance of the Town Council of Chesapeake Beach,
Maryland, amending Chapter 196, "Parks and Public Areas", of the Town Code,
Article III, "Boardwalk Park, " 196- 20, "Skateboards, bicycles and other
conveyances prohibited.", to permit bicycle riding on the Town boardwalk under
certain conditions.
Councilwoman Blackwelder gave a brief overview of this ordinance. This ordinance
would allow the riding of bicycles, with conditions, on the boardwalk which are
currently prohibited.
The Mayor called for public comment.
It was noted that a written public comment was received from Brian Kerwin.
There being no further comments, the Mayor adjourned the public hearing at 6: 26

opposition to the bill due to specific issues related to Brownie's Beach. Delegate
Long understood and has stated he would withdraw the Bill.
Ms. Franklin provided a staff memo on Senate Bill 36 "Starter and Silver
Homes Act" that was introduced at the request of the Department of Housing
and Community Development. The intent of this Bill is to help provide more
affordable housing, but, if the Bill is passed, the negative impact on Chesapeake

December 17, 2025 Planning Commission meeting. Seconded by Commissioner

1. Ethan Johnson of 3327 Silverton Lane commented on his desire to do a home occupation.
Mr. Johnson stated what he would like to apply for does not fall under any of the categories
currently listed. Mr. Johnson is looking to open a gun shop/ gunsmith business.
Chair Greengold thanked Mr. Johnson for his comment and stated the Commission is currently
working on land use classifications and will take this under consideration.

✓ Decidido: Town Council approves $80K holiday lighting budget and $28K lab contract
The council voted to amend the General Fund budget, allocating $80,000 for additional holiday lighting costs (all in favor). It also approved a $28,434 contract with Home Land Labs and Eurofins Lancaster Laboratories for water‑reclamation laboratory analysis services (all in favor). I. Bruce A. Wahl, Mayor, called the hearing to order at 6: 20 p.m. In attendance were
Laura Blackwelder, Daniel Duvall, Jonathan Evans, Anthony Greene, Eric
Reinhardt, and Jamey Shuls, Council Members, Dr. Samelia Okpodu, Town
Administrator, Sharon L. Humm, Town Clerk, Elissa Levan, Town Attorney, Dan
Baden, Town Treasurer, James Berry, Public Works Administrator, Josh Stinnett,
Water Reclamation Treatment Plant Superintendent, Wayne Newton, Town
Engineer, and Lieutenant Phelps.
The Mayor opened the public hearing and read into the record Ordinance
O- 25- 19.
Ordinance O- 25- 19, an ordinance of the Toun Council of Chesapeake Beach,
Maryland, amending the annual budget for the General Fund of the Town of
Chesapeake Beach for the fiscal year July 1, 2025 to June 30, 2026 to allocate
funding for and expenditure of funds for additional costs for holiday lighting.
The Mayor called for public comment. None were received.
There being no further comments, the Mayor adjourned the public hearing at 6: 22
pm.
