The Village of Clemmons Council met on Monday, June 22, 2026, at 6 p.m. The meeting was
held at the Village Hall, Clemmons, North Carolina. The following members were present:
Mayor Rogers, Council Members Barson, Combest, Smith, Taylor and Wooden. Attorney Kevin
Hornik was also present.
Call to Order & Pledge of Allegiance
Mayor Rogers called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.
Public Comments
There were 35 citizens in attendance. There were seven individuals that spoke during public
comments:
- Elizabeth Burns, 4671 Forest Manor Drive, Winston-Salem, NC – expressed her opposition to
the asphalt plant as it is in very close proximity to their residence. She requests the Council
collectively address all parties affected.
- Scott Couch, 4641 Kinnamon Road, Winston-Salem, NC – requests a hydrology study be
conducted on the asphalt plant and stated there would be issues with egress on Kinnamon Road
and it would require road expansion.
- Doug Geiger, 4682 Greendale Way, Winston-Salem, NC – expressed he is a new homeowner
and loves where they are located. He is concerned about environmental exposures of an asphalt
plant in this area and stated there is an asphalt plant five miles away.
- Emerson Barnett, 5901 Gun Club Road, Winston-Salem, NC (work address) – expressed this
type of facility would require a two-lane road and with food manufacturing in that are

The council approved a zoning map amendment changing three parcels owned by Alcoa Properties, LLC from single‑family (RS‑9) to a multifamily special use district (RM‑8‑S) with a 4‑1 vote, Mayor Pro Tem Barson opposing. The council also accepted the $717,000 bid from North State Water & Sewer, Inc. for the Brookland/Springside Culvert CIP Project. Unanimous motions were passed to adopt the budget amendment for that project, to call a public hearing on June 8 2026 to adopt the FY 2026‑2027 budget and stormwater fee, and to adopt a resolution designating a deputy finance officer for pre‑audit authorization. The agenda was amended to remove the Village Hall Parking Lot Design Presentation and the minutes of the April 27 2026 meeting were approved unanimously.

Approval of the Minutes
Council Member Barson moved to approve the minutes of March 9, 2026, regular meeting as
presented. The motion was seconded by Council Member Wooden and unanimously approved.

was held at the Village Hall, Clemmons, North Carolina. The following members were present:

held at Village Hall, Clemmons, North Carolina. The following members were present: Steve

REGULAR MEETING OF
THE VILLAGE OF CLEMMONS COUNCIL
January 12, 2026
The Village of Clemmons Council met on Monday, January 12, 2026, at 6 p.m. The meeting was
held at the Village Hall, Clemmons, North Carolina. The following members were present:
Mayor Rogers, Council Members Barson, Combest, Smith, Taylor and Wooden. Attorney Al
Benshoff was also present.
Call to Order & Pledge of Allegiance
Mayor Rogers called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.
Public Comments
There were two citizens in attendance. There were no individuals that spoke during public
comments.
There was one digital comment received (attached hereto as Exhibit A and incorporated as a part
of the minutes).
Approval of the Minutes
Council Member Taylor moved to approve the minutes of December 15, 2025, regular meeting
as presented. The motion was seconded by Council Member Smith and unanimously approved.
Additions and/or Approval of the Agenda
Manager Gunnell requested the addition of a Closed Session for Discussion of Property
Acquisition in accordance with NCGS 143-318.11(a)(5).
Council Member Taylor moved to approve the agenda as amended. The motion was seconded
by Council Member Wooden and unanimously approved.
Announcements
A. Mayor Rogers announced the Village of Clemmons will be closed for Martin Luther
King, Jr. Day on Monday, January 19, 2026 (trash collection will be on normal schedule).
