JULY 7, 2026
The Regular Meeting of the Municipal Council of the City of Clifton was held in the Municipal Council
Chambers of Clifton City Hall, 900 Clifton Avenue, Clifton, New Jersey.
8:00 P.M. CALL OF ROLL
Mayor Grabowski called the meeting to order and presided, and announced that the location of exits should
be noted for use in case of fire or other emergencies and that smoking regulations apply to the building and
cell phones should be deactivated and turned off and read the following Statement of Compliance into the
record:
Adequate notice of this meeting has been provided in accordance with the Open Public Meetings Act
through the Annual Notice of the 2026 Municipal Council meeting schedule, published as a legal
advertisement in The Herald News and The Record on November 20, 2025, and as amended by a public
notice posted on the City of Clifton website on June 18, 2026, revising meeting dates beginning July 7,
2026 through the remainder of the year. Further notice was provided on the Friday preceding this meeting
by posting notice at City Hall and on the City of Clifton website, stating that formal action may or may not
be taken.

Regular Meeting March 26, 2026
Minutes of the regular meeting of the Planning Board of the City of Clifton, New Jersey,
held at the City Hall, Clifton, New Jersey on March 26, 2026. Pursuant to the “Open Public
Meeting Act” all notice requirements were satisfied. The time, place, date, and form of notice was
announced as well as advising all applicants that formal action may be taken on the matters on the
agenda.

A. Islamic Center of Passaic County. The Board Attorney explained that the resolution is not yet
ready and will be considered at the April meeting. There was some confusion from the public
about the fact that the approval at the prior meeting was an approval to amend the site plan
previously granted. There is no amendment to the plan other than what was previously
submitted.

The Regular Meeting of the Municipal Council of the City of Clifton was held in the Municipal Council
Chambers of Clifton City Hall, 900 Clifton Avenue, Clifton, New Jersey.
8:00 P.M. CALL OF ROLL
Mayor Grabowski called the meeting to order and presided, and announced that the location of exits should
be noted for use in case of fire or other emergencies and that smoking regulations apply to the building and
cell phones should be deactivated and turned off and read the following Statement of Compliance into the
record:
Adequate notice of this meeting has been provided by the Annual Notice of regularly scheduled meetings
of the Municipal Council for the year 2026, which was published as legal advertisements in the Herald
News on November 20, 2025, and was additionally advertised in the Record on November 20, 2025. Further
notice of this meeting was given on Friday prior to the meeting by posting of said notice on the bulletin

Minutes of the regular meeting of the Planning Board of the City of Clifton, New Jersey,

FEBRUARY 3, 2026
The Regular Meeting of the Municipal Council of the City of Clifton was held in the Municipal Council
Chambers of Clifton City Hall, 900 Clifton Avenue, Clifton, New Jersey.
8:00 P.M. CALL OF ROLL
Mayor Grabowski called the meeting to order and presided, and announced that the location of exits should be
noted for use in case of fire or other emergencies and that smoking regulations apply to the building and cell
phones should be deactivated and turned off and read the following Statement of Compliance into the record:
Adequate notice of this meeting has been provided by the Annual Notice of regularly scheduled meetings of the
Municipal Council for the year 2026, which was published as legal advertisements in the Herald News on
November 20, 2025, and was additionally advertised in the Record on November 20, 2025. Further notice of
this meeting was given on Friday prior to the meeting by posting of said notice on the bulletin board at City Hall
and on the Clifton Website, which notice stated that formal action may or may not be taken on matters to come
before the Municipal Council.

Minutes of the reorganization meeting of the Planning Board of the City of Clifton, New

JANUARY 20, 2026
The Regular Meeting of the Municipal Council of the City of Clifton was held in the Municipal Council
Chambers of Clifton City Hall, 900 Clifton Avenue, Clifton, New Jersey.
8:00 P.M. CALL OF ROLL
Mayor Grabowski called the meeting to order and presided, and announced that the location of exits should be
noted for use in case of fire or other emergencies and that smoking regulations apply to the building and cell
phones should be deactivated and turned off and read the following Statement of Compliance into the record:
Adequate notice of this meeting has been provided by the Annual Notice of regularly scheduled meetings of the
Municipal Council for the year 202 6, which was published as legal advertisements i n the Herald News on
November 20, 2025, and was additionally adverti sed in the Record on November 20, 2025. Further notice of
this meeting was given on Friday prior to the meeting by posting of said notice on the bulletin board at City Hall
and on the Clifton Website, which notice stated that formal action may or may not be taken on matters to come
before the Municipal Council.

City Council to review and adopt Clifton’s 2026 municipal budget

Re: 2026 Municipal Budget
The 2024 and 2025 Budgets in Review
The 2024 budget was introduced on June 18th, 2024, and adopted on July 16th, 2024. That
budget was a 3.37% increase in appropriations from the 2023 budget. The resulting local
tax levy was an increase of 4.6 cents, or 2.82 %
The 2025 budget was introduced on July 7th, 2025, and adopted on September 17th, 2025.
That budget was a 2.33 % increase in appropriations from the 2024 budget. The resulting
local tax levy was an increase of 6.6 cents, or 3.9 %
In 2024 and 2025 the budget for the City of Clifton was the 16th largest budget in the state.
That is in the top 3 of the state.
The introduction and adoption dates in 2024 and 2025 were both after the (extended)
statutory deadlines. The delay in the process of introduction and adoption puts a
tremendous strain on the resources of the organization.

Board to consider variances for Hookah Paradise expansion and restaurant conversion
The Clifton Zoning Board of Adjustment will hold a regular meeting on January 7, 2026, starting with reorganization (nominations for chair and vice chair).
