Call to Order
The Columbia Health Social and Environmental Affairs Committee conducted a meeting on
Tuesday, August 25, 2026 at City Hall (Mayor's Conference Room), 1737 Main Street,
Columbia, South Carolina 29201. The Honorable Sam P. Johnson, Chair called the meeting
to order at 1:29 p.m. and The Honorable Tyler D. Bailey participated remotely. The
Honorable Edward H. McDowell, Jr. was absent. Also present were Mr. Clint Shealy,
Assistant City Manager for Columbia Water and Ms. Erika D. Moore Hammond, City Clerk.
This meeting was advertised in accordance with the South Carolina Freedom of Information
Act.

Harvest Hope Food Bank Update – Mr. R. Sy Hughes, CEO
Mr. R. Sy Hughes, CEO of Harvest Hope reported on rising food insecurity. The organization
serves 20 counties and distributed 92 million meals last year, including support for 52,000
families in Richland County—9,373 of whom were City of Columbia residents. He explained
that SNAP participation has recently declined, causing Harvest Hope’s demand to grow by
