Columbia council takes up $2M stormwater contract, annexations; minutes pending
Columbia City Council and several committees met Aug. 3-4 to consider infrastructure spending, technology initiatives, and economic development matters. Official minutes and vote results have not yet been published, so all items below are as listed on the agendas.
City Council regular meeting: stormwater, copiers, and annexations
The council met Aug. 4 to consider a $2,052,319.20 contract with McClam and Associates, Inc. for the North Tanglewood Stormwater Infrastructure Improvements project. Also on the agenda were a $398,674.44 contract with Ricoh USA, Inc. for citywide multifunctional copier renewal services, a behavioral health and recovery services contract with Innovation Solutions Counseling Center for up to $490,875.00, and a $165,745.44 Motorola Flash Mobile Software Upgrade for Police Department radios.
The council also reviewed annexation and zoning requests for 2423 and 2425 Kent Street, 3801 and 3719 Old Leesburg Road, and 7601 Wilson Boulevard.
Council work session: lighting, traffic signals, and AI
Also on Aug. 4, the council held a work session with presentations on the Main Street District Lighting Project, a Columbia Traffic Signal Analysis by SCDOT, and City of Columbia Artificial Intelligence Initiatives. The agenda included negotiations for the CRC 911 Communications Agreement and legal advice regarding 120 Clemson Road and the Vista Business Improvement District. An executive session was scheduled for contractual negotiations and legal advice.
Economic development committee: closed session on business recruitment
The Economic Development and Infrastructure Committee met Aug. 4 to consider approval of May 12, 2026 meeting minutes and then enter a closed executive session. The closed session, authorized under S.C. Code §30-4-70(a)(5), was to discuss business location or expansion incentives. Specific properties listed for discussion included the Bull and Taylor property, 1950 Gervais Street, 2001 Taylor Street, and projects Stoa, Kick, Astral, and WF.
Arts committee: updates and minutes
The Arts, Historic Preservation and Philanthropy Committee met Aug. 4 to consider approval of minutes from Feb. 9 and April 28, 2026. The agenda included updates on the Gemini Arts project presented by Dr. Shirley Smith and Mr. Michael Krajewski, the Vista Guild Senate Street Public Art Project presented by Mr. Joseph Kendrick, and the Columbia Art Center update by Mr. Kenya Bryant and Ms. Bohumila Augustinova.
Executive management committee: strategic framework
On Aug. 3, the Executive Management Committee met to discuss a new strategic framework presented by Chair Peter M. Brown. The session was procedural with no public votes or decisions scheduled.
