Summary
The meeting was called to order at 6:18pm by President James McBride.
February 2, 2026, minutes were approved. Pamela Spooner made a motion to approve the
minutes, and Danielle Hunter seconded the motion, and it passed unanimously 5-0.
March 2, 2026, minutes were approved. Paulette Hunter made a motion to approve the

Sofine Lewis-Aubrey, the City Secretary introduced herself and conducted a presentation
on Roles and Responsibilities for Boards and Commissions. LaGerisyn Runnels, the
assistant City Secretary, introduced herself and gave a brief overview of the presentation.

Summary
The meeting was called to order at 6:15pm by President James McBride.
The Board will approve the February minutes in April. Clarification was asked by the Board
on the statues regarding the staff liaison taking Board minutes as opposed to the elected
Secretary.
Mr. White gave an update on the income and expenditures for the DTCAF .
P . Spooner received notification of intent for a Gold Sponsorship ($2500.00) from Methodist
Charlton for the AAPI Festival. The Board had a discussion on Sponsorship and In-Kind
Donations.
The Board discussed the library partnership for the Black History Program and how it was a
learning experience. The need to meet prior to events (ad-hoc) was discussed along with
the protocol of boards meeting with boards.
The Board received a DAL briefing on the timeline, rubrics and process of scoring DAL
artists. The Board approved $8000 a piece for the seven DAL Residency recipients.
The See it, Name it and Do it, process was discussed by Board President James McBride.
Paulette Hunter will seek guidance from Development Services regarding potentially
adding art to electrical boxes in DeSoto. Board decided that the art on the utility boxes
must be conducive to that spot.
Juneteenth planning has begun. Board is raffling off signature 55’ TV .

Approval of December Minutes: A call for approval of the December minutes was made
by Commissioner McConnell.
OLD BUSINESS
• Discussion of Polos and Vote to approve order of $417.25, motion made and
approved.
NEW BUSINESS
• Discussion of the 2026 budget : DVAC’s budget is $6,503.21 following the DVAC
polo order. Current plans for the budget are allocated as follows: $3k for marketing,
billboards, and social media; the remaining amount will be used for events and
miscellaneous expenses.
• Splitting up areas of responsibility: Chair Davis recommended splitting the
commission into teams to split responsibility. The teams are set as follows:
- Social media will be responsible for the website, promos, social media platforms,
and Canva creations. Commissioner Jackson will chair with the support of
Commissioner Nobles.

Minutes
Summary
The meeting was called to order at 6:12pm by President James McBride.
The Board approved the corrected January minutes and considered matters related to
financial accountability. The board asked for written clarification on the location and
management of foundation funds.
The Board discussed and authorized preparations for an event in collaboration with the
DeSoto Public Library, on February 21, in observance of Black History Month. The finalized
copy of the City of DeSoto Public Art Policy was accepted.
The Board approved allocations of $20,000 for the Mirkes Park Public Art Project and
$10,000 for Controller Cabinet Public Art. The board discussed future art initiatives.
The board was updated on the DeSoto Artists Lab selection process, with the top ten
applicants to be presented for Board action by March 2nd.
The board was updated on Nance Farm RFB.
The board discussed the setting up of a QR Code for donations.
The board reviewed the plans for the celebration of the City of Desoto’s 77th Birthday.

• The ARC opening date is scheduled April 11th. Currently the facility is 85% percent
complete with designs being installed.
• Equipment is expected to arrive on January 19th with an install date of January 20th.
• ARC Membership 25% incentive is still on- To date we have roughly 200 new
memberships.
• New ARC Senior Family Package - Paul suggested developing a senior family package
for families and kids.

The DVAC Workgroup Meeting on December 18, 2025 focused on human trafficking awareness and community engagement.
