JUNE 17, 2026
The Board of Directors of the Fairview Economic and Community Development Corporations
held a meeting in Fairview Town Hall Council Chambers, located at 372 Town Place, on
Wednesday, June 17, 2026, at 6:00 p.m.
The following directors were present:
Sim Israeloff Carlo Strippoli Darion Culbertson Mitch Byers
Eugene Borsattino Nancy Lewis Sandra Ahlin
The directors so present did constitute a quorum. Also present were Town Manager Julie
Couch and Interim Economic Development Manager Dave Quinn
The meeting was called to order by Board President Sim Israeloff at 6:01 p.m.
Board President Sim Israeloff moved up Item 6A to hear from Edward Schaefer regarding
leasing activity, current projects, and future opportunities in the Fairview Town Center
The Board recessed into executive session at 6:23 p.m. under Section 551.087 regarding business
prospects, deliberation concerning economic incentive negotiations within the CPDD, and
proposed developments within the CPDD. The Board came out of executive session at 8:00 p.m.
Ms. Lewis made a motion to approve the consent agenda:
A. Approve the minutes of the May 27, 2026, regular meeting of the Fairview
Economic/Community Development Board
B. Consider acceptance of the April 2026 EDC monthly financial report
C. Consider acceptance of the April 2026 CDC monthly financial report

The Town Council met on March 3, 2026 at 5:45 PM at 372 Town Place, Fairview,
Texas.
Council present: Mayor John Hubbard and Mayor Pro Tem Gregg Custer, and

FEBRUARY 25, 2026
The Parks and Recreation Advisory Board of the Town of Fairview met Wednesday, February 25, 2026,
at 6:00p.m. at 372 Town Place, Fairview, Texas. Those present was Board Chair Renee Powell as well as
Committee members Katherine Ponder, Bruce Bickhaus, Tom Lester, Bob Cullum, Janice James and
Vanessa Buccella. Staff present included Planning Manager, Israel Roberts.
Call to Order: Board Chair Powell called the meeting to order at 6:02 p.m. and declared a quorum was
present.
Citizen Comments: There were no public comments.
Janice James and Vanessa Buccella signed their Oath of Office forms.
A motion was made by Mr. Bickhaus and seconded by Mrs. Ponder to approve the October 29, 2025 Park
and Recreation Advisory Board minutes, as amended. Motion was approved 4-0. Mrs. James and Mrs.
Buccella abstained.
Introduction of Janice James and Vanessa Buccella.
Staff gave an update on the Monarch Park sign. The order has been placed, and Staff is awaiting
information from the contractor to formalize payment. The sign should take approximately 3 weeks to
manufacture. Staff will look into organizing a dedication once the sign is complete.
Community Clean-up will be held Saturday, April 18, 2026 from 9-1 1am.
Mrs. Ponder informed the Board that a number of trees were cut down at Creekside Park by neighborhood
kids. Aron Holmgren, Public Works Manager, has been informed.

The Board of Directors of the Fairview Economic and Community Development Corporations
held a meeting in Fairview Town Hall Council Chambers, located at 372 Town Place, on
Wednesday, February 18, 2026, at 6:30 p.m.
The following directors were present:

The directors so present did constitute a quorum. Also present were Town Manager Julie
Couch, Inter Economic Development Manager Dave Quinn and Communications and

The meeting was called to order by Board President Sim Israeloff at 6:30 p.m.
The Board recessed into executive session at 6:35 p.m. under Section 551.087 regarding business
prospects, deliberation concerning economic incentive negotiations within the CPDD and
proposed developments within the CPDD. The Board came out of executive session at 7:24 p.m.

The Fairview Zoning Board of Adjustment met on Tuesday, January 20, 2026. Present were
members Donna Pekarek, Debbie Malafsky, Mary Price and Bill Basom. Staff present was
Planning Manager, Israel Roberts.
1. Call to Order:
Vice Chair Donna Pekarek called the meeting to order at 6:37 p.m.
2. Citizen Comments
There were no public comments.
3. Approval of minutes:
a. A motion was made by Debbie Malafsky, seconded by Mary Price to approve the
minutes from the October 14, 2026 meeting of the Zoning Board of Adjustment.
The motion was approved 4-0.
4. Public Hearings:
a. Hold a public hearing, consider and discuss a request for approval of a variance to
allow an 8-feet tall fence in lieu of a 6-feet tall fence. The 1.0-acre site is located
at 521 Ashwood Lane and 1s zoned for the (RE-1) One-acre Ranch Estate District.
Owner/applicant: James Williams.
i. A public hearing was held with all persons having the opportunity to
address the Zoning Board of Adjustments. The public hearing was closed
and a motion was made by Mary Price to deny the requested variance;
seconded by Bill Basom. The motion to deny was approved by a vote of
4-0.
