NOTICE: Although this is NOT a meeting of the Glendale Common Council, a majority of Council members may be
in attendance. No action or deliberation by the Council will take place.
The Common Council of Glendale currently holds meetings in person at City Hall, or an alternative physical
location as allowed by the City Ordinance. As a courtesy to residents, Council meetings will also be made available
live on Zoom virtual platform for viewing and possible participation. However, the City cannot guarantee the
technology supporting the virtual viewing option will operate perfectly and continuously. The only way to

Roll Call: Mayor Bryan Kennedy, Ald. Vukovic, Ald. Daugherty, Ald. Gelhard, Ald. Franklin, Ald.
Schmelzling, and Ald. Shaw.
2. Closed Session
The Common Council will convene in closed session pursuant to Wis. Stat. Sec. 19.85(1)(e)
to discuss parameters and range for possible salary renegotiation with a municipal official.
Ald. Franklin motioned, Ald. Vukovic seconded this motion to convene in closed session per the
statutes indicated on the published agenda. Unanimous.
The Special Common Council Meeting convened in closed session at 6:25 PM.

Approval of Minutes of previous meeting:
Paul moved to approve the minutes. Lars seconded. Motion passed unanimously.
Chief’s update on department activity:
Chief has been in contact with Captains and Mayor while at FBI Academy. Calls
have been lower but that’s expected based on time of year. Motor vehicles thefts
have been down slightly, and there has been a small increase in robberies. OIS
update - Officer has been cleared and is back on duty. There are multiple officers
progressing through FTO. A detective has retired earlier this month, meaning we
are still down 4 positions, with the potential to fill 3 soon. Paul asked if the
statistics are higher than normal, and the Chief said that retail thefts are on par
given the season, but that traffic stops are pretty typical, and the lower subject
stops are also largely due to cold weather. There was some discussion about
crowds at Bayshore mall. The FBI national academy program was a good
experience. Finally, the PD remodel is progressing, and the department is prepping
for bids while doing some pre-work like lead abatement to improve the timeline.

Due to lack of an agenda, the 03/03/2026 Planning and Architectural Review Commission

The Planning and Architectural Review Commission currently holds meetings in person at City Hall, or an
alternative physical location as allowed by the City Ordinance. As a courtesy to residents, Council meetings will also
be made available live on Zoom virtual platform for viewing and possible participation. However, the City cannot
guarantee the technology supporting the virtual viewing option will operate perfectly and continuously. The only
way to guarantee the ability to offer public comment, or view the meeting uninterrupted, is to appear in person. If
the Zoom platform fails, the meeting will continue as scheduled.

Council considers property purchases and landscape contract
The Common Council will review agreements for two property purchases and several service contracts. The body is also discussing federal legislation regarding municipal zip code misalignment and updating public nuisance ordinances.

Ald. Daugherty, Ald. Gelhard, Ald. Bailey, Ald. Schmelzling, Ald. Shaw via Zoom.
Other officials present: City Administrator Karl Warwick, City Attorney Nathan Bayer, Acting
Chief of Police Todd Lynch, Assistant to the Administrator Ben Polony, Deputy City

Planning and Architectural Review Commission
Proposal to create new S-2 zoning district for community living arrangements
The Planning and Architectural Review Commission will review a business use approval for Next Day Access Greater Milwaukee and vote on recommendations to the Common Council for a zoning map amendment and a new zoning text amendment. The zoning map amendment would rezone 7007 North Range Line Road from M-1 to S-1. The text amendment would create an S-2 Special (Institutional) Zoning District making Community Living Arrangements a conditional use.
