PLEDGE OF ALLEGIANCE ROLL CALL Commissioners Kuspa, Jaske, Hauboldt and Hammitt were present. Chief Westphal, Captain Fons and Investigator Andy Kraus were also present. STATEMENT OF PUBLIC NOTICE APPROVAL OF MINUTES - Commissioner Jaske made a motion to approve the minutes from 02/19/26, 04/14/26 and 04/16/26. Commissioner Hammitt seconded. Motion passed. All in favor. REPORT FROM POLICE CHIEF OR HIS DESIGNEE Chief thanked all the commissioners for their time commitment with interviewing candidates for new officers. He reported that we are currently down four positions, and will be sending five to the academy, as council approved the department to go one above. Two offers have already been accepted, one accepted with contingency and one will be offered next week. Interviews tonight will hopefully provide one more, as one in the last group did not pass the background. Officer Sagri graduated from the academy at WCTC and is in-house the last two weeks for training and will start on the road next week. Conversations have been taking place with the Mayor, awaiting on the fire department study to determine not if, but what will be on the public safety referendum, hopefully in November. NEW BUSINESS FOR CONSIDERATION RESOLUTION PC 029-2026 Approval of a Building, Site and Operation Plan Amendment for Sobek's located at S79 W16419 Woods Road / Tax Key No. 2218.999. Planner Trzebiatowski provided an overview of the project. Currently there is a gravel parking lot and the petitioner is requesting approval to pave the parking lot. All of the parking stalls and drive aisle will meet the City standards. The applicant is seeking three waivers. The first waiver is to pave right up to the eastern property line. The Code requires a 10-foot offset with discretion of the Plan Commission. Currently the drive aisle is right up to the property line and there is not enough room for the offset. Public Works also uses this drive to the lift station. Pavement markings are necessary along with signage for the one-way drive. The second waiver is to pave within the right-of-way.
