Public Hearing:
Public hearing on the City of Rincon 2026 millage rate.
Mayor Kevin Exley opens a public hearing and introduces Tax Commissioner Daniel Rodewalt,
who is present to answer questions. Before turning things over, Mayor Exley clarifies that the
current fee structure applies to the year 2026. Since residents are concerned about paying both a
fee and a tax, he explains that tax collection will occur before 2026 ends, and once received, the
City will refund the full 2026 fee amount to residents. He emphasizes this to avoid confusion
before the discussion begins.
Tax Commissioner Daniel Rodewalt introduces himself and invites residents to contact his office
with questions. He explains that the proposed City tax change would replace the current fee, not
add to it. The City must hold three meetings before finalizing the switch to an ad valorem
(property tax) system.

Public Hearing:
Public hearing on the City of Rincon 2026 millage rate.
Mayor Kevin Exley opened the meeting by explaining the purpose of transitioning Rincon from a fee-
based system to a millage rate. He emphasized that the City has not charged a property tax since
1998 and has relied on a flat fee added to water bills. As Rincon has grown—from about 3,057
residents in 1998 to roughly 13,000 today—the fee system can no longer support increasing
demands on police, fire, and infrastructure. With 35,000 to 40,000 people passing through the City
daily, Rincon functions as the County’s urban center and must maintain services that support both
residents and heavy daily traffic.
Mayor Exley explained that millage rates require public hearings and transparency whenever
changes are proposed, unlike fees, which can be adjusted by a simple vote. He noted that Rincon’s
tax digest has grown significantly, from 328 million in 2021 to 689 million in 2026, yet the City has
continually rolled back its millage to zero because past Councils did n …
