ITEM BACKGROUND
On November 3rd, 2009, the voters approved a home-rule charter for South Padre Island. Section 5.09
of the Charter requires the City Manager annually to prepare and submit to the City Council a five-year
capital program (Capital Improvement Plan).
The Capital Improvement Plan must be submitted no later than the time of submission of the operating
budget for the ensuing fiscal year, which is on or before sixty days prior to the beginning of each fiscal
year. (Home Rule Charter - Section 5.02).
The draft Capital Improvement Plan was presented on June 17, 2026. Minor language changes were
added to the Convention Center Renovation and Annex Project Request Form for project criteria
number 5. In addition, a project was added to the Tier 7 projects to include a Gateway/Causeway Park
concept since the draft was presented.

The Shoreline Task Force of the City of South Padre Island, Texas, held a regular meeting on
Tuesday, June 9th, 2026, at the Municipal Complex Building, 2nd Floor, 4601 Padre Boulevard,
South Padre Island, Texas.
Chairman Stormy Wall called the meeting to order at 3:00 p.m. A quorum was present with Vice
Chairperson Abbie Mahan and Task Force Members Denise Franke and Michael Sularz. Task Force
Members Stephen Murphy, Chuck Fox, and Sarah McKinlay were absent.

THURSDAY, APRIL 16, 2026
1. CALL TO ORDER
The Planning and Zoning Commission of the City of South Padre Island, Texas held a Meeting
on Thursday, April 16, 202 6 at the Municipal Complex Building, 2 nd Floor, 4601 Padre
Boulevard, South Padre Island, Texas. Vice Chairman James Gaughran called the meeting to
order at 3:00 p.m. A quorum was present: Vice Chairman James Gaughran and Commission
Members Bob Garlock, Jack Manning, Barbara Hays, Scott Finney, Katherine Childress, and
Victoria Perez.
City staff members present were Public Works Director/City Engineer Alex Sanchez,
Development Coordinator Abraham Ochoa Jr, Executive Assistant Vedette Garza, and City
Secretary Nikki Soto.

1. Call to Order
The Parks & Keep SPI Beautiful Committee of the City of South Padre Island held a Regular
Meeting on Wednesday, April 15, 2026, at the Municipal Complex Building, 2nd Floor, 4601
Padre Boulevard, South Padre Island, Texas. Chairman Coker called the meeting to order at
9:00 a.m. A quorum was established with the following Committee Members present: Travis
Kayser, Susan Francis, Kathryn Willingham, Javier Gonzalez, and Robert Gaitan. Committee
Member Lindy Milner was absent.
City staff present included Parks and Recreation Manager Debbie Huffman and Public
Information Coordinator Karin Spinks. Councilman Ken Medders was also present.
