Finance Committee Meeting Minutes – 12/8/2025

Year-To-Date Review
Levy shared a year-to-date review and highlighted specific items including that Cook County is a little
behind on tax payments. The Village has continued as planned to spend down cash reserves above the
reserve policies suggested target.
Financial Forecasting
Strauss introduced that the purpose of this discussion is to continue planning for the future financial
needs of the Village. There will be no decisions at this time, only sharing and discussing information.
Levy reviewed historical budget results, he then reviewed what a budget would look like in the event of
holding the levy and with other minimal anticipated increase in revenue and expense.
Strauss asked staff if there are any increases that we need to plan for. Staff indicated they would review.
Levy will prepare additional scenarios for future discussions.
In terms of a reserve target Levy reported that the Government Finance Officers Association is now
generally recommending 6 months of operating expenses. Especially important, as Cook County has on
several occasions been late in making payments.
