MINUTES Grand Junction Commission on Arts and Culture (GJCAC) Wednesday, July 22, 2026 – Lincoln Park Hospitality Suite Commissioners Present: Robbie Breaux (Chair), Julie Matthews (Vice Chair), Hank Braxtan, Pamela Blythe, Libbie Early, Bill Lelbach, Mayor Laurel Lutz (TEAMS), Gilberto Ramirez Macias, Porcia Silverberg, TJ Smith (TEAMS), Amy Wall, Cynthia Zaitz (TEAMS) Others Present: Ken Sherbenou, Haley Van Camp, Jonathan Wheatley Chair Robbie Breaux called the meeting to order at 4:32 p.m. and brief introductions were made. Julie Matthews moved to approve the July 22 regular meeting minutes. Bill Lelbach seconded the motion, and it passed unanimously. BUSINESS Ken Sherbenou presented information on the 1% for the Arts fund in response to a letter the GJCAC sent to City Council regarding the fund earlier in the year. It was explained the City took it seriously, and conversations were had with multiple departments including Engineering and Finance to ensure the City could provide an accurate response, which mainly had to do with understanding how the 1% for the Arts works in terms of mechanics and eligible projects. There was discussion on past 1% for the Arts projects listed in the presentation. There was concern among the Commission that the presented information made it look like there were more funds spent on 1% for the Arts projects then there should have been, and did not want to be held accountable for overspending when it was those project amount …

The Grand Junction Planning Commission will hold a hybrid meeting to consider a request by Martin Mendoza to vacate a portion of the Inland Ave public right-of-way, specifically the outlying areas of a cul-de-sac abutting 567 and 569 South Westgate Drive. 1 Housing Affordability Code Task Force Meeting Summary 8.20.26 Consultant / Code Simplification Project Update Staff provided an update on the consultant procurement process for the review of the Land Development Code and TEDS Manual. The consultant scope has been refined to focus specifically on identifying opportunities to simplify regulations while maintaining desired outcomes. The review is expected to distinguish among: • Simplifications that can be made without changing policy outcomes. • Simplifications that would change an existing outcome and therefore require additional discussion. • Simplifications that may conflict with broader City policy, requiring policy-level consideration. The consultant scope also includes approximately four to eight engagement sessions with the Task Force and City staff. Liquor Licensing Authority to review license renewals and new applications

The Liquor Licensing Authority is meeting to review several liquor license renewal applications and two new license requests. The body will also consider special event permits for two upcoming local events.

The Grand Junction Liquor Licensing Authority approved all license renewals except Tepanyaki Japanese Steak House, which was continued to September 2, 2026 pending a fire department re-inspection. The Grand Junction City Council approved an ordinance to expand the Redlands 360 planned development by 29.08 acres and update lighting standards, and another to repeal and reenact the animal control code. They also approved a resolution committing to produce about 348 affordable housing units under Proposition 123, and a contract for wastewater treatment plant design. Public hearings on a land sale for affordable housing and the Housing Action Plan were continued to later dates.

Grand Junction City Council Minutes of the Regular Meeting August 5, 2026 Call to Order, Pledge of Allegiance, Moment of Silence The City Council of the City of Grand Junction convened into regular session on the 5th day of August, at 5:30 p.m. Those present were Councilmembers Robert Ballard (virtual), Scott Beilfuss, Cody Kennedy, Jason Nguyen (virtual), Ben Van Dyke, and Council President Laurel Lutz. Councilmember Anna Stout was absent. Also present were City Manager Mike Bennett, Interim City Attorney Jeremiah Boies, Principal Manager Thomas Lloyd, Police Chief Matt Smith, Housing Supervisor Ashley Chambers, Engineering and Transportation Director Trent Prall, Interim Utilities Director Ashley Firl, City Clerk Selestina Sandoval, and Deputy City Clerk Krystle Koehler. Council President Lutz called the meeting to order and led the audience in the Pledge of Allegiance, followed by a moment of silence.
