We do have two items on the agenda today, two staff reports. We do have the council here in the majority. Number one is the economic opportunity analysis and economic development. And then number two is the spring water plan district study. So we'll start off with the economic opportunity analysis and economic development and a lot of names, but I'm going to send it over to actually Tara Wilcoxon. Thank you, Mayor Stovall and City Council. Tonight we, or this afternoon, I should say, we'll be discussing two significant projects that the planning and economic development departments have been working on over the past year. First, we'll be reviewing the city's economic opportunity analysis or EOA, which is the basis for updating the economic development component of the city's comprehensive plan. The information in this work session will also inform the next agenda item, which is a study of the spring water area. Now the EOA is a relatively complex project, so we can see we have a lot of presenters this afternoon. I'm Tara Wilcoxon, the comprehensive planning manager. CALL TO ORDER BY PRESIDING OFFICER Mayor Travis Stovall called the Gresham City Council Business Meeting to order at 6:09 p.m. on Tuesday, January 6, 2026, in Council Chambers and via Zoom. 2. ROLL CALL OF COUNCIL Mayor Stovall called the roll of the Council. COUNCIL PRESENT: Mayor Travis Stovall Council President Jerry Hinton Councilor Kayla Brown Councilor Eddy Morales Councilor Cathy Keathley Councilor Sue Piazza Councilor Janine Gladfelter COUNCIL ABSENT: None STAFF PRESENT: Eric Schmidt, City Manager Larry Morgan, Assistant City Manager Brian Staley, Assistant City Manager Ellen Van Riper, City Attorney Christina Still, City Recorder Terra Wilcoxson, Planning Manager Austin Ross, Planner II Mayor’s Statement on Absence: Mayor Stovall addressed the Council regarding his absence from the previous meeting. He explained that he had sought emergency medical care due to symptoms that were later diagnosed as costochondritis, an inflammation of the chest cartilage that can mimic heart attack symptoms. He clarified that it was not a cardiac event, that he has recovered, and thanked those who expressed concern. 3.
