Good afternoon, everybody. Thank you for joining us. Today is June 9th, 2026. The time
is now 4 p.m. and we will call the Gresham City Council work session to order. We do
have two items on the agenda today, two staff reports. We do have the council here in the
majority. Number one is the economic opportunity analysis and economic development. And then
number two is the spring water plan district study. So we'll start off with the economic
opportunity analysis and economic development and a lot of names, but I'm going to send
it over to actually Tara Wilcoxon. Thank you, Mayor Stovall and City Council. Tonight we, or
this afternoon, I should say, we'll be discussing two significant projects that the planning and
economic development departments have been working on over the past year. First, we'll be reviewing
the city's economic opportunity analysis or EOA, which is the basis for updating the economic
development component of the city's comprehensive plan. The information in this work session will
also inform the next agenda item, which is a study of the spring water area. Now the EOA is a relatively
complex project, so we can see we have a lot of presenters this afternoon. I'm Tara Wilcoxon,
the comprehensive planning manager. Justin Douglas, economic development director, and Austin Ross,
planner two, will also be presenting from the city. We also have two consulting firms on this project.
So first, we have ECO Northwest. They bring their experience with lan …

All right, good afternoon folks. Welcome. This is, today is May 5th, 2026. And this is the council work session. So this is a work session. So there's no decisions or anything made. We don't, we don't have public comment here. These are things that we are considering for future agenda items for our council business meetings. Today we have two items on the agenda, the lusted water district wholesale water agreement, and we have a utility rates package. And we do have the council here in the majority. So with that, I am going to turn to Assistant City Manager, Brian Staley. We also have, of course, Mike Whiteley here today. So Brian, we'll turn it over to you for the lusted water district discussion. Excellent. Thank you very much for taking some time on this topic. We're really excited as this marks the very first time that the city of Gresham is serving as a water wholesaler made possible by the transition project to groundwater. Mike will be our presenter today and I'll be sitting up here in solidarity for moral support. I think she's still getting, she's still getting the slides up here. That's the same one. There we go. So how does this work? Just turn it on? I can give it a test. Okay. I'm pressing the power button. I'm not seeing any lights. Oh, there it goes. Hey. Now it's going crazy. It works. Yeah, it's off. So the power goes right here. Oh, the power goes right there. Okay. All right. Thank you. Good way to start off. Well, good evening. Mayor. So long. Council Pres …
