In addition to addressing identified problems, the team will systematically check every line in the city in a five-year period, keeping costs low and our community healthy. Today and for years to come. Traditionally, we think as police officers, those responding to law enforcement needs within the community. But honestly, we are there to serve our citizens. And our citizens do go into crisis. They do have mental health crises. And we're being called to those scenes on a regular basis. In order to help serve those citizens better, we did initiate the Crisis Intervention Team Program. These are officers that are specially trained to de-escal ate crisis situations. Recently, we've brought co-respondents onto the scene, licensed qualified mental health professionals housed within our police department. And they respond with those officers directly to those scenes where a crisis is occurring so they can interact with that citizen and get them the help they need right there on that scene. The co-responders are either a bachelor or master level in a behavioral health-related field. They wear plain clothes. They don't carry weapons or anything like that. Item TMP 3731 is the second amendment to the current FY27 fiscal year budget. It consists of the following items and adjustments to the budget that we're requesting. First item is the recently consolidated the cashiers and the Treasury cashiers and development services customer service representatives into one group under development services. So part of the amendment is to move the spending authority from the finance department for those two positions over to the development services budget, as well as moving those F TEs over there as well. And those two Treasury cashier positions become customer service representative positions. So you'll see that reflected on the next time you see an F TE-charred organization for the city. So that's a non-increase to the budget, just simply moving from one department to another department. Okay. The second item on the amendment is on the water utilities budget. They included in their budget was the purchase of an additional dump truck with a dump bed and the snow plow to help with their operations. That was approved as part of the budget. This part of the amendment is approving the transfer of the funds from the water and sewer operating fund over to the equipment replacement fund, which is where our VERP lives. In Lee's Summit, water flows from two trusted sources, the Missouri River and its surrounding aquifer. This water is collected and treated in the cities of Independence and Kansas City. In Independence, the Courtney Bend Water Treatment Plant operates 42 water wells. These wells reach 85 to 125 feet underground, drawing water up from the Missouri River aquifer. An underground water source that naturally filters water through layers of soil and rock. The facility filters, cleans, and softens the water before pumping up to 7.5 million gallons a day to Lee's Summit. In Kansas City, the KC Water Treatment Plant draws water from the aquifer and the surface of the Missouri River. It then filters, cleans, and softens the water before pumping up to 25 million gallons per day to Lee's Summit. REGULAR SESSION NO. 8
Notice is hereby given that the City Council for the City of Lee’s Summit will meet in Regular
Session on Tuesday, July 14, 2026 at 6:00 pm in person and via video conference as
provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the
City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any
item of business on the agenda, including public testimony during a Public Hearing, via video
conference may do so by sending a request prior to 5:00 p.m. on Monday, July 13, 2026, to
the City Clerk at
[email protected] to attend the meeting on the video conferencing
platform. The City Clerk will provide instructions regarding how to attend by this method.
The meeting can be viewed on the City’s YouTube Channel (YouTube.com/@cityofLS), the
City’s website (WatchLS.net) and on various cable providers (Spectrum Channel 2 & Comcast
Channel 7).
