We will call our Common Council meeting to order. Welcome to our August meeting to the council, those in attendance, and those watching at home. Again, just a note, if you're here for public input or a public hearing, there are sign-up sheets in the back. Please sign up before we get to that part of the agenda. Roll call. We do have nine members present. Alder Dunbar is excused. So at this time, will everyone please rise for the Pledge of Allegiance? And if you could remain standing for a prayer by our Council President, Eric Sitkowitz. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. God, as we gather tonight to serve the people of Manitowoc, grant us wisdom, integrity, and the spirit of cooperation. Remind us that when we serve our neighbors and work to strengthen our city, we are doing our work. Tonight, we remember Jim Brey on the recent anniversary of his passing, and give thanks for his dedicated service to our community. As our conference room is renamed in his honor, may it be a lasting reminder of his example, his commitment to others, and community. Amen. Thank you. I might need you to say that again when we get to that part, too, because that was good. We'll just use that. All right. We have a couple of presentations this evening. First, for our Fire and Rescue Department, we have two oaths of office and badge pinnings. So, Fire Lieutenant …

No. Any previously received public comment? Okay. So we will move on. All right. Next item is consent agenda. Any items that we would like removed from the consent agenda? All right. I do approve. Second. It has been moved and seconded to approve the consent agenda. All in favor, please say aye. Aye. Any opposed? So moving into discussion and action items. First item on the agenda is a discussion on the 2027 budget at the request of Mayor Nichols. Thank you. You're the first committee. So I did send my budget memo that I sent to all department heads to the chairs of each standing committee. So Alder Sitkwitz and Norell definitely should have received that. But I really just wanted to have a conversation. Anything personnel related? Any requests that you have? Any questions you have going into the 2027 budget? Budgets are due from each department by the end of this month here. And in September we'll start compiling it. So if there's anything you want to know or anything you would like to see added in it, now would be a great time to share that information with me . So I'm here to listen to you or take questions if there …

It is 5:37 and I will call the Finance Committee meeting to order. First up is roll call. Tonight we have the entire committee present. We will move on to public comment. Is there anybody from the public that wishes to address the Finance Committee this evening? Yes. Please come up and state your name and address for the record. Come up to the table with the microphone. Hi, my name is Esther Watley. My address is 1512 North 23rd Street in Manitowoc. I was applying for a bartender's license. This is the right place and time. I've never done this before. I just have a couple letters of recommendation. They said that I was probably going to be denied because I have a charge on my record. Sean, do you want to explain just that we can't have it back and forth? Sean, do you want to explain just that we can't have it back and forth? Okay. Thank you. Okay. Thank you. So I am applying for my license. I used to bartend when I first moved here and now like I said I have charges but I don't think that that has anything to do with my position. I took a plea deal on something I waited for about three and a half years to have a court case on. I felt like I would have won it and so I wouldn't have the charge. But I think I just hope that you would look at my few letters of recommendation and give me an opportunity to be a bartender in Manitowoc again. I think …

All right, we're going to go ahead and call the meeting to order. Are there any requests to amend tonight's agenda? All right, and then we'll go on to public comment. Members of the public are invited to speak at the National Public Library Board of Trustees meeting each month on any matter related to the oversight of the National Public Library. The comments from each speaker shall be limited to five minutes in length unless extended by action of the National Public Library Board of Trustees. Do we have anyone here for public comment? Anyone online? Anyone? And we'll move on. All right, we have no public comment. We'll go to number four, approval of the minutes. I need a motion. All right. Move to approve. All right. Mr. Abel made a motion. Anybody two seconds? I'll second. All right. And Stephanie a second. Wonderful. Any comments? Any questions or comments about the minutes? So we can just go ahead and take a vote and approve those minutes. All in favor? Aye. Opposed? Wonderful. They have been approved, so we'll move on. Financial reports. Oh, yeah. Back to this one. Good thing you said that. Here we go. Financial reports. Yep. Chris is the head of that. Ready? Okay. We have before you what, at least in my memory, is the longest set of budget status reports that we've had, both on 2810 and 2813 for April, May, and June. This really was a quorum issue. Also, the check register, you have all those in front of you. And so I would move for them to be accepted. Second. Thank yo …

Thank you. Hello? Thank you. requirements the main thing of stretching it out is the debt requirement principal and interest that are remaining to uh satisfy so that's there so we'll see keep your fingers crossed if our increment keeps growing we won't have to do that but very minimal project expenses like the report shows a lot of expenses but that's just it shows but it's all recouped by grant funding so it's almost like a cost neutral it's just where it gets recorded uh currently so true expenses occurring in the tid but for the mural redevelopment site very minimal outside of principal and interest all right any other thoughts comments on 16. all right moving on to 18. uh so 18 again this was the former elks club golf course it did originally include the lakeshore mall properties however we did do the overlay or the new district 24 which we'll get to later which now encompasses them all and then doesn't include kind of that small office part that's just soap although so that's kind of the general area of 1018. uh the majority of expenses were uh infrastructure uh related on this one so when the city put in the new road water and sewer electrical all of that uh bayshore drive basically um that was the majority of it this particular year there was another round of expenditures that was uh finalizing our development agreement uh with the overall developer and that was basically tied to the bike path extensions so if you have not been out there there's the new bridge over the …

No tendremos quórum.

I love that. Anybody online? Okay. We will end. And anything to be removed from the consent agenda. If not, I'll look for a motion. Motion to approve. Second. Motion to approve. Okay. There is no discussion at the time. So all in favor? Aye. We move on to tonight's discussion. First item 26, 5 to 7 to 8. There will be no action on this item tonight. I mean, I guess we can. So move. Second. All right. Any further discussion? All in favor? Aye. Next up is 26. Yeah. So you might recall a couple months ago we brought the phase one. This is basically for the costs for consulting and engineering related to the gravel pit. And the reason that we decided to do it in two phases was because, A, we needed to get some of the work done already, which we accomplished. So the SVE, the soil vapor extraction, is part of the remed iation or the cleaning up of the site. And we had, AECOM had come up with a proposal for kind of scaling that back. And we were working through negotiations with the DNR and pending the outcomes of their negotiations had a direct influence on the cost. So that's why we kind of held off. So the good news is we got the DNR to agree and we're going to save. What we're going to end up paying for construction is about a third of what we were originally going to pay. And that also is reflected in …

¿Alguna vez? ¿Segunda vez? Miles, ¿quieres hablar? ¿Algo sobre parques? ¿No? Bien, esta es la oportunidad. ¿Alguien en línea? Vaya, parece que algo está encendido. Todavía hay tiempo, Miles. ¿Algún equipo que quieras ver? No. Bien. Secundada. Y un segundo del concejal Bry. ¿Alguna discusión? ¿Todos a favor? A favor.
