We will call our Common Council meeting to order. Welcome to our August meeting to the council, those in attendance, and those watching at home. Again, just a note, if you're here for public input or a public hearing, there are sign-up sheets in the back. Please sign up before we get to that part of the agenda. Roll call. We do have nine members present. Alder Dunbar is excused. So at this time, will everyone please rise for the Pledge of Allegiance? And if you could remain standing for a prayer by our Council President, Eric Sitkowitz. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. God, as we gather tonight to serve the people of Manitowoc, grant us wisdom, integrity, and the spirit of cooperation. Remind us that when we serve our neighbors and work to strengthen our city, we are doing our work. Tonight, we remember Jim Brey on the recent anniversary of his passing, and give thanks for his dedicated service to our community. As our conference room is renamed in his honor, may it be a lasting reminder of his example, his commitment to others, and community. Amen. Thank you. I might need you to say that again when we get to that part, too, because that was good. We'll just use that. All right. We have a couple of presentations this evening. First, for our Fire and Rescue Department, we have two oaths of office and badge pinnings. So, Fire Lieutenant …

>> Okay, it is 5:30. I call the monthly meeting of the Public Safety Committee to order. Roll call -- everyone is here and present. Next we will have public comment. If there is somebody here from the public that wishes to make a comment regarding anything on our agenda or city business, now is the time to do so. We have a microphone up here at the front table so everybody can hear you. If there is anybody on the internet, they can hear. Anybody care to -- yes, Ma'am, in the back, if you would come up and state your name and address for the record. >> Hello. I hope this is loud enough. I'm Amber. I reside at 108 Riverview drive. I've never done this before. I just have a couple letters of recommendation. They said that I was probably going to be denied because I have a charge on my record. So I was just coming to hope I can get that overlooked. Okay. Sean, do you want to explain just that we can't have it back and forth? Sean, do you want to explain just that we can't have it back and forth? Sean, do you want to explain just that we can't have it back and forth? Okay. Thank you. Okay. Thank you. So I am applying for my license. I used to bartend when I first moved here and now like I said I have charges but I don't think that that has anything to do with my position. I took a plea deal on something I waited for about three and a half years to have a court case on. I felt like I would have won it and so I wouldn't have the charge. But I think I just hope that you would look at my few letters of recommendation and give me an opportunity to be a bartender in Manitowoc again. I think …

All right, we're going to go ahead and call the meeting to order. Are there any requests to amend tonight's agenda? All right, and then we'll go on to public comment. Members of the public are invited to speak at the National Public Library Board of Trustees meeting each month on any matter related to the oversight of the National Public Library. The comments from each speaker shall be limited to five minutes in length unless extended by action of the National Public Library Board of Trustees. Do we have anyone here for public comment? Anyone online? Anyone? And we'll move on. All right, we have no public comment. We'll go to number four, approval of the minutes. I need a motion. All right. Move to approve. All right. Mr. Abel made a motion. Anybody two seconds? I'll second. All right. And Stephanie a second. Wonderful. Any comments? Any questions or comments about the minutes? So we can just go ahead and take a vote and approve those minutes. All in favor? Aye. Opposed? Wonderful. They have been approved, so we'll move on. Financial reports. Oh, yeah. Back to this one. Good thing you said that. Here we go. Financial reports. Yep. Chris is the head of that. Ready? Okay. We have before you what, at least in my memory, is the longest set of budget status reports that we've had, both on 2810 and 2813 for April, May, and June. This really was a quorum issue. Also, the check register, you have all those in front of you. And so I would move for them to be accepted. Second. Thank yo …

Thank you. Hello? Thank you. requirements the main thing of stretching it out is the debt requirement principal and interest that are remaining to uh satisfy so that's there so we'll see keep your fingers crossed if our increment keeps growing we won't have to do that but very minimal project expenses like the report shows a lot of expenses but that's just it shows but it's all recouped by grant funding so it's almost like a cost neutral it's just where it gets recorded uh currently so true expenses occurring in the tid but for the mural redevelopment site very minimal outside of principal and interest all right any other thoughts comments on 16. all right moving on to 18. uh so 18 again this was the former elks club golf course it did originally include the lakeshore mall properties however we did do the overlay or the new district 24 which we'll get to later which now encompasses them all and then doesn't include kind of that small office part that's just soap although so that's kind of the general area of 1018. uh the majority of expenses were uh infrastructure uh related on this one so when the city put in the new road water and sewer electrical all of that uh bayshore drive basically um that was the majority of it this particular year there was another round of expenditures that was uh finalizing our development agreement uh with the overall developer and that was basically tied to the bike path extensions so if you have not been out there there's the new bridge over the …

And the reason that we decided to do it in two phases was because, A, we needed to get some of the work done already, which we accomplished. But for the second part, and mostly it's related to the SVE system, which is soil vapor extraction. It's part of the remediate. Sorry. Can you hear me better? There you go. Sorry. So the SVE, the soil vapor extraction, is part of the remed iation or the cleaning up of the site. And we had, AECOM had come up with a proposal for kind of scaling that back. And we were working through negotiations with the DNR and pending the outcomes of their negotiations had a direct influence on the cost. So that's why we kind of held off. So the good news is we got the DNR to agree and we're going to save. What we're going to end up paying for construction is about a third of what we were originally going to pay. And that also is reflected in …

Are you ready to go? Alright, it's 5.30, so we'll call the Parks and Rec Committee meeting for June in order. For roll call, we have everybody here except for Alder Ruc kelberg, who is excused. And then we'll move on to public comments. Is there anybody here that would like to speak on anything germane to the Parks and Recreation Committee? Going once? Going twice? Miles, you want to speak? Anything about parks? No? Alright, here's the opportunity. Okay, anybody online? Oops, something seems on. Still more time, Miles. Any equipment you want to see? No. Okay. Then public comment is closed. We don't have any presentations on the docket for tonight, so we'll move on to the consent agenda. Is there anybody that wants to remove anything from the consent agenda? Seeing none, then I'll be looking for a motion to approve. So moved. Okay. I had an approval of motion by Alder Norell. Second. And a second by Alder Bry. Any discussion? All those in favor? Aye. And passes unanimously. So we'll move on to our discussion and action items. The first item is 26-0560, updates on park projects. And Brock, go ahead. Good afternoon. So we just thought with having a few parks projects started and a couple coming up soon, as we did a quick update on where we're at with these and how things are going. So I am going to save Red Arrow for the last. So Silver Creek Stream Recreation. So this is a project we've been trying to get going since I started. It's 2021. Okay, here we go. I know it's good to start with a whole like that. It's just going to be so great. All right. Thank you all for being here. We're going to start the library board meetings hereby calling it to order. Second thing on the agenda, I request amendments. Anybody want to amend any part of the order so they can get out of here? No? Okay. That's great. So next we have public comment. I'm going to look around the room and I'm going to note for the camera. We can't see anybody from the public here. However, we will call for public comment a second time. And we will call for public comment a third time. And hearing no one asking to do public comment, we will bear with close public comment. Moving on to noting the minutes. Do you have the minutes? Does anybody have any amendments or corrections they would like to the minutes? Seeing none, we will move on. Do I include them next month? You don't need to include them next month because technically, per Robert's rules, we're not required to have approval of the minutes. You simply have the minutes presented so that people have a chance to amend them. Okay. So now we can post them. So we can post them. Yep. They go through. You do not require an approval. Okay. The agenda is going to be long, very long. Yep. Thank you. Next we have the financial reports, which we will not be approving for lack of a quorum. However, we will happily take questions and concerns. I have a question. And this is probably just on how I read it. But …
