Call to Order
The meeting was called to order at 5:30pm. Board members in attendance were Kim Kingrey,
Christina Ramsey, and Elaine Justice, Jonathan McDaniel, and Brad Phillips. Two alternate
seats were vacant.
Approval of Minutes
On a motion by Mrs. Ramsey seconded by Mrs. Kingrey the June 16, 2026, Regular Meeting
Minutes were unanimously approved.

Minor Work/Staff Approval Application Report June-July
Planner Rebecca Brehmer reviewed the minor work and staff approval applications for May
– June. The following applications were approved:
• 218 Elm Street- Paint front door red and paint trim black.
• 120 Front Street- Install new sign.
• 105 Front Street- After the fact approval for new deck.
• 101 Church Street- Removal of trees causing foundation issues.

ability to assist the Town in preparing competitive applications.
Recommended Action: Review the submitted proposals and recommend one firm to serve as
the Town’s grant consultant for the LWCF and PARTF grant application process. If additional

Carolina Local Government Budget and Fiscal Control Act, and was presented to the Swansboro
Tourism Development Authority Boa rd on April 9, 2026. As required by state law, the budget is
balanced, with all anticipated revenues and expenditures identified for FY 2026/2027.

Call to Order
The meeting was called to order at 5:30pm. Board members in attendance were Kim Kingrey,
Christina Ramsey, and Elaine Justice. Jonathan McDaniel, and Brad Phillips were absent. Two
alternate seats were vacant.
Approval of Minutes
On a motion by Mrs. Ramsey seconded by Mrs. Justice the April 21, 2026, Regular Meeting
Minutes were unanimously approved.
Business
Certified Local Government Status Update
Planner Rebecca Brehmer provided an update on FY 2024-2025 Certified Local Government
(CLP) Program activities and status through North Carolina's Historic Preservation Office.
She explained that each year the Town was required to submit an annual activity report to
the State Historic Preservation Office, which then reviewed the submission to confirm that
the Town of Swansboro continued to meet the criteria necessary to maintain its designation
as a Certified Local Government.
Planner Brehmer outlined the five criteria required to participate in the Certified Local
Government (CLG) program as follows:
1. Maintaining a qualified Historic Preservation Commission
2. Enforcing state and local legislation for the designation and protection of historic
resources through the Town's Historic Design Standards.
3. Maintaining a system for the survey and inventory of historic properties.

flood ordinance.

Amendment to § 152.400 -462 of the Flood Damage Prevention Ordinance to the Board of
Commissioners along with the Comprehensive Plan Consistency Statement.

The meeting was called to order at 5:36pm. Board members in attendance were Christina Ramsey,

Approval of Minutes
On a motion by Mr. Pieratti, seconded by Mr. Tursi the March 3, 2026 , Regular Meeting
Minutes were unanimously approved.

Unified Development Ordinance Text Amendment to §152.016 Definitions to Basic Terms
Planner Rebecca Brehmer reviewed that, following the discovery of a discrepancy in the Unified
Development Ordinance §152.016, Definitions of Basic Terms, regarding the definition of “Fence
(Protective),” a text amendment had been proposed for accuracy.
Planner Brehmer explained that the current definition incorrectly stated that a fence extends to a
“minimum height of 6 feet” when it should have specified a maximum height. She also noted that
design standards should not have been included within the definition. The current definition read:
“a structure of wood, stone, brick, block, steel, or other metal extending from the surface of the
ground to a minimum height of 6 feet and such materials and construction which creates a physical
barrier,” with a reference to §152.196(E) for specific criteria.
The proposed new definition would read: “a man -made structure of a barrier typically made of
wood, metal, chain link, vinyl, maso …

The meeting was called to order at 9:00 am.
Approval of Minutes
On a motion by Mr. Rogers, seconded by Mrs. Kingrey, the April 23, 2026, Special
Meeting Minutes were unanimously approved.
Business
Adoption of Regular Meeting Schedule
Town Clerk Alissa Fender reviewed that pursuant to North Carolina General Statute 143-
318.12, a public body may establish a schedule of regular meetings indicating the time
and place of those meetings. At its April 23, 2026, special meeting, the Commission
discussed and agreed to a regular meeting schedule of 9:00 a.m. on the third Thursday of
each month and a meeting schedule had been established for adoption. Once adopted,
the schedule would be filed with the Town Clerk ’s office and published on the Town’s
website in accordance with statutory requirements.
On a motion by Mr. Rogers, seconded by Mrs. Palbicke, the regular meeting schedule of
the 3rd Thursday of the month at 9am for the Appearance Commissioner from June 2026
to May 2027 was approved unanimously.
Review of Draft By-Laws
Town Clerk Fender reviewed the first draft of the Commission’s by -laws for
consideration. She stated that at its April 23, 2026, special meeting, the Commission had
been tasked with developing by-laws …

The meeting of the Swansboro Parks & Recreation Advisory Board was called to order on Wednesday,
May 20, 2026, at 5:30 PM in Swansboro, NC.
Present: Deb Pylypiw, Matthew Prane, Elena Messenger, Jennifer Steele, Bets Love, and Ryan Swanson
Absent: None
a. Election of Officers- Director Stanley addressed the election of officers that had not
been conducted at the beginning of the year. It was explained that a formal motion
was needed to retain the current leadership structure with Deb P. as chair and
Elena M. as vice chair. The current officers expressed their willingness to continue
in their roles, and the other members indicated they were not opposed to
maintaining the existing arrangement.
Motion: To keep Deb as chair and Elena as vice chair. Motion by: Betts L. Second

II. Adoption of Minutes
a. Adoption of April 15, 2026 Minutes- During review of the minutes, concerns were
raised by one member about accuracy and completeness. One member noted that
while they had committed to getting a ramp either sponsored and built or built
independently for the Pumpkin Derby, this was not reflected in the minutes. More
significantly, there was concern that the minutes showed concepts being "urged to
be explored and vetted" but lacked an actual commitment to implement or

was the first place to offer him employment following his graduation from NC State
University. He expressed deep gratitude for the community's support over the years and

I. Call to Order & Roll Call
The meeting of the Swansboro Parks & Recreation Advisory Board was called to order on Wednesday,
April 15, 2026, at 5:30 PM in Swansboro, NC.
Present: Deb Pylypiw, Matthew Prane, Elena Messenger, Jennifer Steele, Bets Love, and Ryan Swanson
Absent: None
II. Adoption of Minutes
a. Adoption of Meeting Minutes March 18, 2026- The minutes from March 18, 2026, meeting
was presented for adoption. Motion to approve the minutes of March 18, 2026, was made
by Board Member Prane and seconded by Chair Pylypiw. The motion carried unanimously.
III. Reports
a. Monthly Reports- The March monthly report was presented. Board members were
directed to the attached report and invited to submit any questions to staff.
b. Upcoming Programs/Events- Sara Elliott provided updates on recent and upcoming
programs. The Easter egg hunt was successful with good community participation. The
first Tiny Olympics for ages 3-6 was held with 13 participants, and the Sprout Olympics for
ages 1-2 was scheduled for Friday. Truck Touch was planned for the following Saturday
with 32 organizations participating, though one helicopter cancelled due to fuel costs.
A new Mother's Day Tea Party program for toddlers was introduced and filled quickly
with 8 registrations. The pirate cruise had only 10 seats remaining. Pirate Fest was
scheduled for May 9th with a new music grou …
