The Downtown Development Committee shall be a citizen advisory committee whose
purpose shall be to advise the Village Board on matters of implementation identified in
the Downtown Strategic Plan and to otherwise advise the Village on matters of
development activities that will promote the development of the downtown.

updated most of their policies and a rigorous one-year review schedule is no

review cycle. Unanimously carried.

Board. Semrow added that the committee that is overseeing the project would be fundraising,
but asked the Village Board to possible contribute in 2027. No action taken.

Facility Updates
Director Armour provided facility updates on several topics. Beginning in March, the
Library will transition to the Village's cleaning company for weekend cleaning. The
Village has rescheduled the water tower rehabilitation project to 2027; as a result,
the Library will temporarily lose its Village intranet failover connection but will retain
its fiber optic connection. The PA system has been intermittently malfunctioning; the
Village IT contractor submitted a quote for replacement equipment, but the
Committee opted to explore other options first.

The Village Board will hold a public comment period, during which no action will be taken on raised issues. A closed session will be conducted under Wis. Stat. §19.85 to discuss the property at 301 Main Street and to negotiate the Guarantee Developer Agreement for MUKV1963996005 and MUKV1963996006. After the closed session, the board will move to reconvene an open session to consider any matters arising from the closed discussion before adjourning.

Karen Rose of Library Strategies virtually led the group through several exercises
related to training this Committee for talking to donors. Topics included reviewing the
case statement final draft, reviewing scripts for common talking points, reviewing the
FAQ document about the project and campaign, and reviewing donor assigments.
