Thank you. a significant portion of that is due to equipment purchases and capital improvements that are reimbursed from either lease proceeds or the casino funds. So just wanted to point that out that the bulk of their budget overage does have a specific revenue source to cover that. Generally, on the expense side, we're projecting currently our year-end about $2.7 million under budget year-to-date based on the information we have so far this year. As to CAP funds, CAP sales tax is performing very well, 15% over budget or about $1.7 million. We're looking at 11% over budget year-to-date or just under $1.8 million in the CAP in total. Redevelopment fund is actually 3% under budget, largely due to underperformance in packaged liquor and restaurant tax revenue. From their tax filings, their income has gone up from and I think it was 20, 2019 or so to present about almost $2 million a year. And their total funding from somewhere around 2023 to present to 2025. Their hotel income has gone up about $210,000. My background is water resources, and I have served as a municipal engineer in the Chicag oland and Northern Illinois region for the last 20-plus years. With respect to this particular project, Mark and I both have had extensive work with various county and municipal ordinances, both writing them and enforcing them during our careers. So we are going to talk to you tonight about the revisions to our, excuse me, proposed revisions to our stormwater ordinance. Our current stormwater ordinance was adopted in 2015 with a minor revision in 2021 that was primarily for floodplain revisions. The goals of this revision were to make it, to make the ordinance easier to interpret and to use from the people who need to use it. We had a goal of making the ordinance more business aware, and we'll talk about that a little bit during the presentation, and then also for the ordinance to continue to be consistent with federal and state regulations. Thank you. Thank you very much, you guys, for recognizing them and for the applause. A real special moment that I get to, you know, as the fire chief, very humbling to be in this position. The men and women of the Rockford Fire Department do extraordinary things every day. And the training that they do for fire and EMS, the number of hours that they commit to serving our community and giving that high level of service is something really special. A few weeks ago, we had an incident, and these two gentlemen stepped up to the call. We had somebody who was stranded about 300 feet above the ground on a communications tower over at WTVO. And it's not something that we see every day, but it's something that these folks and the team that responded with them prepare for all the time. This is a very low-frequency, high-risk incident. And the complicated factor, the technical proficiency that they needed that day is something that they've been doing year after year, day after day, shift after shift, waiting for a moment like this. And so I would like to present to you two extraordinary human beings who, in that moment, said, I got this. I'm ready to climb. And they elevated themselves 300 feet and lowered this individual safely to the ground. And we know that it's a team effort. I know that these two have made it very clear to me that it was a team that made that happen that day, and it's not just their work. But I think what you did was extraordinary. You raised your hand. Thank you. Tonight we do have a presentation for the Pedestrian Safety Action Plan, so I'll turn it over to Mr. Carter. Good evening. I'm Jeremy Carter. I'm the Traffic and Development Engineer in Public Works. Colin Bell, Community Economic Development. I'm the Comprehensive Planning and Design Coordinator. So we're going to take a few minutes of your time tonight to talk about the Pedestrian Safety Action Plan. The Action Plan came out of a Pedestrian Safety Task Force that was formed in July of 2025. Before we get into the history here, I want to note this picture. It's on the cover of the Action Plan. It kind of shows some of the struggles that we deal with here in the city of Rockford. We have a pedestrian walking on a goat path and a car driver. We have a pedestrian driving on the wrong side of the road. This is actually North Pierpont. We do have a project that we'll be putting sidewalk in the stretch that is scheduled to begin next year. So, in April of 2025, the Mayor announced the creation of the Pedestrian Safety Task Force at a Chamber of Commerce event. During his keynote address, he rightfully mentioned that every fatality is preventable. On average, in the city of Rockford, we have 22 traffic fatalities a year, with about six of those being pedestrian fatalities. This is not a problem that is unique to Rockford nationwide. We have seen an uptick in traffic accidents since 2010, with the peak being hit in 2021, after everyone started driving. After COVID. So, ul …
