The City Council unanimously approved the Fiscal Year 2026/27 Operating and Capital Budget, establishing an appropriations limit and authorizing carryover project appropriations (5-0). The council also approved a consent calendar including contracts for pavement design, energy efficiency, generator maintenance, and performing arts center management, as well as a memorandum of understanding with SEIU Local 1021 (5-0). Councilmembers discussed the flag display policy and directed staff to consider revising the policy. The City Council conducted interviews of 10 candidates: Manuel Beltran, Ben Cherry, Chris
Dembiczak, Alex Hurd, Meera Jacob, Chirag Kathrani, John Larsen, Lorena Perez, Jennifer
Shuen, and Martin Waterhouse. Madhuri Adettiwar was unable to attend and was
considered by application only.
The Council recessed at 3:30 p.m. and reconvened at 3:45 p.m.
Vice Mayor Rubio's motion to appoint the following candidates to the Sustainability
Advisory Committee with staggered terms expiring in 2029 and 2030, was seconded by
Councilmember Verose. The motion passed 5-0-0-0.

3.1 Update on the Charge of the Transportation Advisory Committee
Chris Weeks and PJ Dhoot provided a summary of the proposed changes to each
Charge that were brought up at a previous meeting.
Committee Member Chen made a motion to approve the proposed changes to the
Charge and submit it to Council for consideration, seconded by Vice Chair Carranza.
The motion passed 4-0-0-2.

The meeting was adjourned at 6:23 PM.

Parks and Community Services Commission
Commission to approve San Ramon Trails Master Plan and forward to City Council
The Parks and Community Services Commission will consider several recommendations. It will accept the February 11, 2026 meeting minutes and receive a report on the San Ramon Trails Master Plan, approving it and sending it to the City Council. The commission will also forward candidate recommendations for the Arts, Library, and Senior Citizens Advisory Committees to the City Council. A monthly activity report from the director will be received.

City Council to approve $120,000 federal grant for Vision Zero street safety plan
The San Ramon City Council will consider routine Consent Calendar items, including approvals of meeting minutes, the Register of Demands, and two resolutions. Resolution No. 2026-032 would authorize the City Manager to accept a $120,000 Federal Highway Administration grant and provide $30,000 in matching city funds for the San Ramon Safe Streets and Roads Vision Zero Action Plan.
