The Smithfield Planning Commission held its regular meeting on Tuesday, January 13th, 2026. The
meeting was called to order at 6:30 PM.

Chairwoman Hillegass welcomed all attendees to the meeting.
1. Election of Chairman.
Mrs. Clary asked if there were any nominations for the office of Chairperson of the Planning
Commission.
Dr. Pope nominated Julia Hillegass to remain in the position of Chairwoman. Vice Chair Smith
seconded the nomination.
Mrs. Clary asked if there were any additional nominations. Hearing none, she closed the
nominations. She called for a collective vote of all members present, and all present voted aye with
none opposed. The motion passed unanimously.
2. Election of Vice Chair.
Mrs. Clary opened the floor for nominations for Vice Chair of the Planning Commission. Vice
Chair Smith nominated Dr. Herb Bevan as Vice Chair.
Dr. Pope seconded the nomination of Dr. Bevan.

Public hearing on Historic Preservation Overlay District text amendment
The Town Council will hold a public hearing on a text amendment to the Historic Preservation Overlay District. The consent agenda includes authorizing invoices over $20,000, awarding a concrete services contract to Dan White Concrete, LLC, and a right-of-way maintenance contract to Goodrich and Sons Tree Service. The council will also consider reappointing two members to the Board of Historic and Architectural Review.
