and State-owned Stream Bottoms along the James River. The proposed project consists
of required maintenance to an existing 16-inch-diameter underground pipeline. The
pipeline, Line 27, is owned and operated by Colonial Pipeline Company (CPC). Pipeline
maintenance activity in Surry County would occur in the vicinity of Hog Island Road and
at Tax Map 31-1B.

1. The Surry County Comprehensive Plan Amendment, if recommended by the Planning
Commission, will replace the existing Comprehensive Plan (adopted in 2020, as
amended). The Surry County 2040 Comprehensive Plan (“Plan”) is used by County
citizens, staff, the Planning Commission, and the Board of Supervisors as a guide for
future decisions affecting the County including, but not limited to , decisions related to
future land use, road networks, and zoning case actions. The Plan encomp asses all of
Surry County. The Plan does not rezone land, but it suggests ordinance amendments and
other actions that will facilitate the implementation of the Plan after adoption by the
Board of Supervisors.

Cheryl made motion to accept January 12 minutes as written, Ronald 2nd
Budget and Expense Review Discussion. Ronald made motion that the board accept the
documentation of the budget and expense report provided by Sharna’ and that the board
review at our leisure. Any questions and comments to be discussed at the next meeting of
the electoral board. All in favor.

the board. Sharna` will reach out to legal for clarification on sharing the documents.

Call to Order/Moment of Silence/Pledge of Allegiance/Adopt Agenda
The meeting was called to order by County Administrator, Melissa D. Rollins, who then asked
for a moment of silence. Following the moment of silence, she asked those present to stand and
recite the pledge of allegiance. She asked for a Motion to adopt the agenda. Supervisor Pierce
made a motion to accept the agenda and Supervisor Elliott seconded the motion. All present
voted affirmatively. (Approved)

Surry County Electoral Board Meeting Minutes January 12, 9:00 A.M.
Registrars Officer, 168 Commerce Drive, Dendron, Virginia 23839
Present Board Members Lynita Mason, Cheryl Varner Ronald Howell. Sharna’
White(registrar) and members of the public.
Call to Order by Lynita Mason, (vice chair) 9:07 A.M.
Moment of Silence
Pledge
Approval of Agenda
Explanation by Secretary Cheryl stating that it is the board’s responsibility to create an
agenda. Proposal by Cheryl to amend the posted agenda to a revised agenda.
Acting Chair Lynita called for a motion. Cheryl made a motion to adopt a revised agenda.
Ronald 2nd. Motion Adopted.
Approval of December 2, 2026, Minutes. Motion made by Cheryl to approve minutes.
Lynita 2nd Motion Adopted.
Introduction of new board member, Mr. Ronald Howell
Reorganization of Electoral Board.
Motion made by Cheryl that Lynita take position of chair, Cheryl take position of secretary,
and Ronald take position of Vice Chair. Lynita 2nd Motion Adopted
Established next meeting date, and time February 6 @10:00 A.M.
Other Business
Cheryl announced VEBA training dates for EB members, February 7 or March 2
Cheryl inquired about the registrar’s budget and expenses. Ronald made a motion that the
registrar will provide the board with the budget and expenses report for the fiscal year of
July 1, 2024-June 30 of 2025 at our next meeting 2/06/2026. Lynita 2nd. Motion adopted.
