Planning Commission Regular Meeting
✓ Decidido: Planning Commission recommends approval of Amgen Building 50 project
The Planning Commission recommended approval of the Amgen Building 50 project at 701 Pauling Drive, including a Specific Plan 16 amendment, development permit, and protected tree permit, after finding the CEQA Addendum adequate. The vote was 3-0, with Commissioner Farris abstaining over a Floor Area Ratio calculation that excludes below-grade areas. The Commission also approved a minor modification at 4934 Read Road to legalize an existing carport and detached deck and reduce a Restricted Use Area, voting 3-1 with Farris opposed. And now we have our special presentation, so give me a moment to move over. All right. Our first presentation for the evening is to recognize a momentous occasion. America turned 250 years old this year. On July 4th, 1776, the Second Continental Congress adopted the Declaration of Independence, affirming the principles of liberty, equality, self-govern ment, and individual rights that shaped the American experience. The city of Thousand Oaks is proud to honor the 250th anniversary of the United States and the signing of the Declaration of Independence. The regular meeting of the Planning Commission was called to order at 6:00 p.m.
in the Andrew P. Fox City Council Chambers, 2100 East Thousand Oaks
Boulevard, Thousand Oaks, California, with Commissioners Farris, McMahon, and
Chair Tyler Ketelhut. Vice Chair Buss and Commissioner Lanson were absent.
Also present were Staff Members: Planning Division Manager Kearns, Assistant
City Attorney Doran, Assistant Planner Katz, Community Development Tech 1
Mateo, Senior Recording Secretary Goor, and Senior Administrative Specialist
Stein, Administrative Specialist Kern, and participating via Zoom was Records
Specialist Cyr.

Planning Division Manager Kearns noted a Supplemental Packet was distributed
and posted on the City’s website today (containing information related to Item
7.A.).
Assistant City Attorney Doran stated Item 7.A. shall be continued due to ‘an error
on the Agenda.’
Motion by Commissioner Farris to continue Item 7.A. (PPD-2025-70025, AA-2026-
70021) to a date uncertain and shall be re-noticed; carried 3-0 by the following
vote: Ayes – Farris, McMahon, and Chair Tyler Ketelhut; Noes – None; Absent –
