Mayor’s Report:
• The Mayor continues to get and give praise for the VHCC and all the activities and events that are
hosted at the VHCC. The Country Club is undergoing some renovations so he expects that there
may be some new people and additional events choosing to use the spaces here. The Belle
presentation and the Beautification Dogwood Luncheon is scheduled to be at the VHCC in April.
• Mayor went to AVP on Monday, March 16, 2026 to see the “Liberty Tree” that the Historical
Society secured. In honor of the 250th birthday of America there was a company gifting trees, 1
per county and the Historical Society applied and was awarded the tree for Jefferson County. It is
planted at AVP near the creed and walkway by the Veterans Memorial. We will have a dedication
ceremony in the future.

Downes opened the meeting and welcomed attendees. He recognized employees reaching
key service milestones and highlighted their contributions to city operations. The City
stresses employee benefits and morale to maintain high-quality services, and retain the best
employees.
3. Vestavia Hills City Schools Briefing - Todd Freeman
Superintendent Todd Freeman briefed Council on the school system’s secure but constrained
financial position. Our system employs a high number of teachers above what state funds
cover. These additional teachers are paid for entirely by local revenue, so when the state
mandates pay and benefit increases, this means rising operating costs. VHCS makes small
class sizes a priority. At this time, classroom capacity is sufficient. The primary challenge is
aging facilities and infrastructure rather than growth. Declining State supplemental funds
and ongoing capital needs make the City’s partnership on shared spaces increasingly
important.

Meeting was called to order at 7:30 AM by Kirk McCulley.
Kirk McCulley led us in Prayer and the Pledge.
Meeting Minutes from November 18, 2025 and Work Session notes and Called Meeting minutes
from December 5, 2025. Motion to approve by Chad Gay and 2nd by Mitch Bevill. Motion
approved.
Mayor’s Report: The mayor spoke to the Ladies Garden Club and gave them his “state of the
city” report. He spoke about the number of participants and players that are participating in the
Parks and Leisure Services. They were impressed and had no idea that the usage within our
facilities and parks were at that number. He also gave an update on the Veterans Memorial at
AVP. Donations for the project can be made through the Park and Recreation Foundation and on
their website.
Jamie Lee’s Report:
• Basketball Update – Basketball is going great. Regular season play ends on February 7,
playoffs should be complete by February 14. There have been a few little things but
overall, it has been a good season. We appreciate the partnership with the schools.

The Vestavia Hills Landscape and Architectural Control Board met in a regular
session on this date at 6:00 PM. The roll was called with the following:

City Council
City Council adopts 3‑year street resurfacing contract and appoints new officials
The Vestavia Hills City Council will appoint Zachary Clifton as City Treasurer and Umang Patel as City Clerk. It will also adopt a resolution changing which officials may sign checks and approve electronic bank transactions. An ordinance will accept a bid for a three‑year street resurfacing and repair contract. Several public‑hearing items will be considered, including a demolition order and rezoning proposals.
- Resolution 5606 – appoints Zachary Clifton as City Treasurer
- Resolution 5607 – appoints Umang Patel as City Clerk
- Resolution 5608 – changes officials authorized to sign checks and approve electronic transactions
- Ordinance 3313 – accepts bid for a 3‑year street resurfacing and repair contract
