Minutes June 30, 2026
Present: Carrie Chapman, John Cromie, Greg Menkes, Steve Springer, and Don Traver of the
Commission. Atty Jordyn Conway, Trustee Charlene Dubuque by telephone, and Garrett
Eaton and Zach Ingalls of Kayadeross Construction.
The meeting was called to order at 7:05.
Minutes of May 28 were reviewed. It was pointed out that the Steve seconded the motion
to adjourn. There was no Bill. Minutes approved as corrected by all who attended.
Minutes of June 1 were reviewed. It was noted Steve seconded to approve the
Commission’s decision, not Carrie who did not attend. As amended the minutes were
approved by those who attended.
John reported that the building permit for the solar collectors at 24 Milton Ave was
approved consistent with the Commission’s decision.
A discussion ensued concerning plans for 101 West High. Garrett mentioned the
purchasers would rather have a 1/3 window rather than a ½ widow for the front door and
did not want shakes at gable peaks. They were amenable to horizontal siding instead. They
had no objection to adding windows to the second floor and preferred to have the natural
light. John noted that the changes were compatible with the Queen Anne style. That style
would be further enforced if the porch posts appeared to be turned and there is a simple
gallery between the tops of porch posts. He also noted if there were to be shutters, they
should appear to have

presented at the last regular Board meeting. Wondered if handicap accessibility has been planned for in this
plan? Is there a long term written plan, who will be doing the work?
Mayor Rossi replied this is just for the Grant at this point. Invited Caitlin Parwana to come up and speak to the
concept plan.
Caitlin Parwana: working with the same landscape architect as Wiswall park (Studio A), it is for a longer term
plan, after the Park & Tree Board was getting a lot of public writing them about Kelley park playground. This is
just for funding, more accessible playground equipment and ADA compliant parking on both ends and moving
the dog park closer. The Grant is due today.
Liz Kormos, 89 Hyde: Happy to see the village applying for grant money, hopes we get the grant the public will
be able to have input about the plans.

proposed extending R-2H zoning along Milton Avenue to Beech Street rather than a single-parcel
rezone.

Assistant Chief Bill Kenny presented on the fire department's need to replace Engine 14-1 that has
been in service for nearly 35 yrs, well beyond the NFPA-recommended 10-year service life.
Approximately $40,000 in repairs have been invested in the truck over the last decade, including a
full engine and exhaust system replacement. Environmental and emissions concerns related to the
in-cab engine design were also cited. The existing 14-1 truck could be sold for an estimated
$50,000 as an antique vehicle. The replacement under consideration is a commercial chassis Fouts

Mounting Plan PV3 shows how the panels would be positioned. It was asked if the six panels on the south wing could be moved all the way to the east edge of the roof. program upon successful award will come from the New York State Department of Environmental Conservation

purpose of the tree maintenance project is to improve the health of the existing community forest for

APPROVAL OF ENGINEERING REPORT AND AUTHORIZATION
TO SUBMIT GRANT AND LOAN APPLICATION FOR PHASE 1 WATER
METERING SYSTEM IMPROVEMENTS
WHEREAS, the Village of Ballston Spa proposes to undertake the Water Metering System
Improvements, (the “Project”) in two phases:
(i) Phase 1 consists of replacing approximately 1,900 meters inside the Village, installing AMI
endpoints and a fixed communication network, and implementing the customer portal.
(ii) Phase 2 consists of replacing approximately 600 meters outside the Village and is expressly
contingent upon the Village first executing reimbursement agreements with the respective
Town water districts and individual out-of-Village users; and
WHEREAS, Phase 1 and Phase 2 are wholly independent, and the Village intends to proceed with
Phase 1 regardless of whether Phase 2 proceeds, and the grant funding and associated financing
are limited to Phase 1 only; and
WHEREAS, Laberge Group has prepared an Engineering Report dated May 2026 recommending
the AMI system, and the Village Board has separately adopted a SEQRA Type II determination
covering the full Project (both phases); and
WHEREAS, the Village desires to submit a grant application to fund 75% of Phase 1 project costs
through the Green Innovation Grant Program (GIGP) and seek Clean Water State Revolving Fund
(CWSRF) financing for the 25%

Water meter cards will arrive in residents mailboxes on or just before June 1, 2026.
Please fill out the meter reading and return to 66 Front Street by mailing, dropping it off
in person Monday to Friday 8:30am to 4:00pm or in the drop box in front of office. These
readings must be received by June 30th to avoid a $50.00 non-read meter fee.
Village Tax Bills
Preparations are almost complete and the Village Tax bills will be sent to Village
residents by June 1, 2026. Please mail your payments to the Village office at 66 Front
Street. Payments can also be dropped off at the Village office during open business
hours, Monday to Friday from 8:30am to 4:00pm. (Village office will be closed for
Juneteenth Day on Friday, June 19th). We also have a mailbox in front of the office that
payments can be dropped into. Lastly, we do have a way to pay by credit card by
visiting Ballstonspa.gov and clicking on Online payments. Please note that the credit
card processing company does impose a small fee for this convenience. Any additional
questions, please contact the Village office at (518)885-5711.

Total May Sales Tax receiptsales tax receipts were $14,873,785. This amount was

A RESOLUTION AUTHORIZING THE PURCHASE AND INSTALLATION
OF WATER METERS, INCIDENTAL TO AND IN CONNECTION WITH THE
CONSTRUCTION, RECONSTRUCTION OR ADDITION TO A WATER
SUPPLY OR DISTRIBUTION SYSTEM IN THE VILLAGE OF BALLSTON
SPA, SARATOGA COUNTY, NEW YORK AT A MAXIMUM COST OF
$3,500,000, AND AUTHORIZING THE ISSUANCE OF UP TO $1,000,000
SERIAL BONDS OF THE VILLAGE OF BALLSTON SPA, SARATOGA
COUNTY, NEW YORK, TOWARD SUCH PURCHASE AND
INSTALLATION COSTS.
WHEREAS, on May 26, 2026 the Board of Trustees of the Village of Ballston Spa
desires to authorize the purchase and installation of water meters, incidental to and in connection
with the construction, reconstruction or addition to a water supply or distribution system in the
Village of Ballston Spa, Saratoga County, New York at a total maximum cost of up to
$3,500,000, or so much thereof as may be necessary, which will be paid from the proceeds of
grants and up to $1,000,000 of obligations issued pursuant to the Local Finance Law,

SEQRA TYPE II ACTION DETERMINATION
WATER METERING SYSTEM IMPROVEMENTS PROJECT
WHEREAS, the Village of Ballston Spa (the "Village") proposes to undertake the Water Metering
System Improvements (the "Project"), which consists of two phases:
(i) Phase 1 – replacement of approximately 1,900 existing water meters within the Village
limits, installation of radio-frequency endpoints, deployment of a fixed communication
network, and implementation of data management software and customer portal; and
(ii) Phase 2 – replacement of approximately 600 existing water meters located outside the
Village boundary in the Towns of Ballston, Milton, and Malta and the City of Saratoga
Springs, subject to the execution of reimbursement agreements with the respective
Town water districts and individual users; and
WHEREAS, the Project is more fully described in the Engineering Report entitled "Village of
Ballston Spa, Saratoga County, New York, Water Metering System Improvements" dated May
2026, prepared by Laberge Group; and
WHEREAS, the Engineering Report documents that both Phase 1 and Phase 2 involve only the
replacement of existing meters and installation of endpoints and network infrastructure on or near
existing service connections, with no major construction, no land disturbance, no excavation, and
no potential for significant adverse environmental

RULES OF PROCEDURE ~ VILLAGE OF BALLSTON SPA
Regular meetings are held the second and fourth Monday of the month at 7:00 PM in the Ballston Spa
Library, 21 Milton Avenue, or any other location within the Village limits as advertised by the Village
Clerk after consultation with the Mayor.. The schedule of meetings with any exceptions noted is
approved annually at the Organizational meeting at the noticed location within the Village limits at 7:00
PM on the first Monday in January, unless that is January 1°, in which instance it shall be the first
Tuesday.
For the purpose of clarity, the Board acknowledges the Village Attorney’s prior advice from
December 2024 that appointment of Staff Members, Committee/Board/Commission Members, etc., is
not required to be performed at or during the Organizational Meeting. As such, appointments for
expired terms may occur any time after the start of the Official Year through the scheduling of a
Special Meeting or during any other meeting after the start of the Official Year.
The official newspaper is notified of the schedule of meetings. The Clerk contacts Trustees and
Department Heads if a meeting has to be cancelled due to lack of a quorum. The official newspaper is
notified and said cancellation is posted in the Village Hall and on the Village website and social media
pages.
The Mayor shall preside at meetings and in the Mayor’s absence the Deputy Mayor shall preside.

The hallmarks of the Fiscal Year 2026-2027 (“FY27”) Tentative Budget involve several important concepts
designed to ensure a positive future for the Village of Ballston Spa while ensuring potential budgetary challenges
related to economic events can be withstood without threatening the vitality of the Village. With that focus, I am
proud again to put forth a balanced Tentative Budget for FY27, which continues to build on our capital planning,
public safety, infrastructure advances, and quality of life enhancements that we outlined for FY26 and that make
our Village of Friends special:
• Our $12.5 million in capital planning continues in this budget, with a focus on parks, sidewalks, Village-
owned buildings, and our water system being the FY27 central focuses;
• It is a fully balanced budget that would raise taxes three percent beyond the State’s property tax cap, but
which remains well below the rate of property value growth being experienced in both the Towns of
Milton and Ballston;
• Most salaries and wages for Village staff members, except those for Trustees, the Mayor, and the Police

Mayor Rossi opened the public hearing at 7:01 p.m. Trustee VanDeinse-Perez provided a
synopsis, explaining that the plan was developed with committee guidance to examine properties
that are possible brownfields or otherwise underutilized, identify reasons for underutilization,
and recommend what those sites could become to benefit the Village. She noted there was
significant public engagement throughout the process including public workshops. Mayor Rossi
added that while a public hearing is not normally required for this type of plan, the Village
wanted public input. He stated that once approved, this designation makes the Village more
competitive for economic development grants and opens doors for property owners seeking New
York State tax incentives.
Liz Kormos, 89 Hyde – stated she read the plan and found it very good; LaBella and committee
followed the plan. Noted that neither the previous nor current developer of Tannery Commons

Be It Enacted by the board of trustees of the Village of Ballston Spa that Section 27-21 of
Chapter 27, Code of Ethics, be amended as follows:
§27-21: Board of Ethics
Membership
1.
The Board of Ethics members shall be appointed by the Village Board of Trustees. The
Board of Ethics shall consist of five members approved by a minimum of four members
of the Board of Trustees.

Dear Honorable Mayor Rossi and Village Board
Pursuant to receipt of sealed bids on the afternoon of 14 November 2025 for the Milton WD#3
Improvement Project, our office has completed a review of the bid forms, as submitted.
This project involves in general, upgrading of the Milton WD#3 pump station. Six (6) bids were received
for the project ranging from $317.7630 to $389,597.00 for the bid. The following table outlines the
three lowest Base bids received:
CONTRACTOR Base Bid with Contingency
Trinity Construction $339,763.00
CFI Contracting, Inc $349,795.00
Shultz Construction $363,000.00
After reviewing the scope of work and proposals submitted, it is our opinion that the bid values are
reasonable and consistent with current construction costs. Trinity Construction. has completed
multiple projects with our clients in the past. Their work was satisfactory and completed in a timely
manner.
Based on the above, it is our recommendation thai, if project funding permits, the Village award the
project to Trinity Construction in a bid amount of $339,763.00. If the Village chooses to award the Bid,
a notice of award should be forwa
