Zoning Board of Appeals

Zoning Board to consider variance for accessory building at 64 E. Grove St

The Zoning Board of Appeals will review a variance request for an accessory structure on the property at 64 E. Grove Street in Ballston Spa. The owner, Sabrina Thibado, proposes a 660‑sq‑ft accessory building with two off‑street parking spaces, which would increase lot coverage to 16.9% of the 4,864‑sq‑ft parcel. The request includes variances for the north‑side setback (8 ft vs required 12 ft) and for building height, while other setbacks and separation distances meet code requirements. The board will decide whether to grant the requested variances.

Atty Jordyn Conway, Trustee Charlene Dubuque by telephone, and Garrett Eaton and Zach Ingalls of Kayadeross Construction. The meeting was called to order at 7:05. Minutes of May 28 were reviewed. John reported that the building permit for the solar collectors at 24 Milton Ave was approved consistent with the Commission’s decision. A discussion ensued concerning plans for 101 West High. Garrett mentioned the purchasers would rather have a 1/3 window rather than a ½ widow for the front door and did not want shakes at gable peaks. They were amenable to horizontal siding instead. They had no objection to adding windows to the second floor and preferred to have the natural light. John noted that the changes were compatible with the Queen Anne style. That style would be further enforced if the porch posts appeared to be turned and there is a simple gallery between the tops of porch posts. VILLAGE OF BALLSTON SPA HISTORIC DISTRICT COMMISSION Minutes May 29, 2026 Meeting was called to order by Chair John Cromie about 7:05 PM in front of 24 Milton Ave. Also present were Greg Mankes, and Steve Springer of the Commission, and Matt Gaudin of Applicant PlugPV LLC. The residents had emailed the Chair earlier in the day noting they were in Berkeley, CA and expected someone from the contractor would be present. Excused: Carrie Chapman & Don Traver. The application is for installation of roof - mounted solar panels on the front and rear of the residence’s central structure and on the south wing. The residence is a Colonial Revival home most likely constructed during the 1920s. The central portion of the house has a gable roof with the roof line parallel with Milton Ave. The roof is relatively steep and highly visible from the public way. The south wing has a low - pitched, almost flat roof. The ground swells up from the highway, raising the house two or three feet above the level of the sidewalk. In conversation with Mr. Gaudin, it was determined the collectors on the south wing are pitched up to the north about 6 inches above the roof surface. Mounting Plan PV3 shows how the panels would be positioned. It was asked if the six panels on the south wing could be moved all the way to the east edge of the roof. Mr. Gaudin replied the panels were positioned to allow access from all sides. It was noted they could be accessed at east edge of the roof as the design all [Excerpt truncated on this listing page; use the official record for the full text.]

With that focus, I am proud again to put forth a balanced Tentative Budget for FY27, which continues to build on our capital planning, public safety, infrastructure advances, and quality of life enhancements that we outlined for FY26 and that make our Village of Friends special: • Our $12.5 million in capital planning continues in this budget, with a focus on parks, sidewalks, Village- owned buildings, and our water system being the FY27 central focuses; • It is a fully balanced budget that would raise taxes three percent beyond the State’s property tax cap, but which remains well below the rate of property value growth being experienced in both the Towns of Milton and Ballston; • Most salaries and wages for Village staff members, except those for Trustees, the Mayor, and the Police Department (due to the continuation of their contract negotiations) reflect increases by at least 2.5%; • Funding for business promotion, arts, community events [Excerpt truncated on this listing page; use the official record for the full text.]

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BALLSTON SPA, NY, held March 23, 2026 Present: Mayor Rossi, Trustee VanDeinse-Perez, Trustee Price-Bush, Trustee DuBuque, Trustee Dunkelbarger, Village Clerk Little, Village Administrator Moskowitz, Village Attorney Buettner 1) Call to Order 2) Pledge to the Flag Led by Isaiah DuBuque. 3) Public Hearing – Revitalize Ballston Spa (Brownfield Opportunity Area) Draft Plan Approval – 7:01 p.m. Mayor Rossi opened the public hearing at 7:01 p.m. Trustee VanDeinse-Perez provided a synopsis, explaining that the plan was developed with committee guidance to examine properties that are possible brownfields or otherwise underutilized, identify reasons for underutilization, and recommend what those sites could become to benefit the Village. She noted there was significant public engagement throughout the process including public workshops. Mayor Rossi added that while a public hearing is not normally required for this type of plan, the Village wanted public input. He stated that once approved, this designation makes the Village more competitive for economic development grants and opens doors for property owners seeking New York State tax incentives. Liz Kormos, 89 Hyde – stated she read the plan and found it very good; LaBella and committee followed the plan. Noted that neither the previous nor current developer of Tannery Commons was consulted.
