Cumberland boards tackle budget amendments, zoning variance, and liquor licenses in busy two-week stretch
Cumberland's town boards held a packed schedule of meetings between July 7 and July 15, 2026, covering the FY 2025/2026 budget, a contested zoning variance, municipal payment authorizations, and several liquor license applications. Minutes have not yet been published for any of these meetings; the following is based on the posted agendas and summaries.
Town Council: Budget, Payments, and IT Contract
The Town Council convened a special meeting on July 7 to hold a second hearing and vote on Ordinance #26-11, which would amend the General Fund Operating Budget for FY 2025/2026. The agenda also included Ordinance #26-08A, setting tax exemptions on real and personal property; Resolution R-26-19, a contract renewal with Retrofit Technologies for IT and security licensing; Resolution R-26-32, a $6,000 annual payment to Beacon Mutual Insurance Co. for Police and EMS administrator services; and Ordinance #26-18, proposed amendments to parking, stopping, and standing codes.
A second regular council meeting on July 15 carried over the budget discussion as Ordinance #26-11A, again listed for a second hearing and vote. The council was also scheduled to approve 12 municipal mobile food establishment licenses and to vote on two payment resolutions: Resolution R-26-33, authorizing up to $18,403.50 to replace the well motor for Manville satellite #1, and Resolution R-26-34, authorizing up to $44,900 for emergency work on the town hall parking lot.
A separate special council meeting on July 15 at 7:00 p.m. at Cumberland Town Hall was set to vote on entering an executive session for pending litigation updates and a quarterly litigation update discussion.
Zoning Board: 90-Day Continance for 204 Leigh Road
The Zoning Board heard a Dimensional Variance petition for 204 Leigh Road, located in Zone R-1, Assessor's Plat 064, Lot 0044. Testimony was provided by applicant Ronnie C. Ramos, attorney Richard Pacia, and urban-planning expert Edward Pimentel. According to the meeting summary, board members voiced inability to support the variance, citing prior unpermitted construction at the property. The board voted to continue the matter for 90 days with no objections, scheduling the next hearing for October 14.
License Commission: Three Liquor License Applications
The Board of License Commissioners met July 15 to consider three applications: a temporary outdoor serving license for the Fatima Holy Name Society's annual feast on September 4–6, 2026; a Class F1 one-day full liquor license for Bev Voyage baby-shower events at Phantom Farms on August 22 (2 p.m.–5 p.m.) and August 29 (4 p.m.–9 p.m.), 2026; and a Class F one-day beer and wine license for the Cumberland Beagle Club's Layla's Dream fundraiser on September 19 (10 a.m.–4 p.m.), with a rain date of September 20, 2026. Public comments were to follow before adjournment.
Sub-Committees: Budget, Claims, and Code Amendments
The Finance Sub-Committee met July 15 to review Ordinance #26-11A, the General Fund operating budget amendment, along with Ordinance #26-10, amending Chapter 34 of the Code of Ordinances on claims, presented by Councilor Shaw. The committee also planned to review previously tabled claim items for Jamie Belanger, Carmen Campbell, Don Corriveau, Jennifer Jutras, and Daniel Ward, all tabled from May 6, 2026.
The Ordinance Sub-Committee met the same day to discuss five proposed code amendments: Ordinance #26-06 on disposition of public property, Ordinance #26-07 on special event entertainment licenses, Ordinance #26-09 repealing household pet rules for buildings over a certain height, Ordinance #26-16 on truck routes, and Ordinance #26-18 on parking, stopping, and standing (Chapter 38, Article III).
